The Fort Worth Public Library uses a public submission and vote process to name new libraries. The
purpose of this report is to announce that the name of the 2018 bond-funded library at Risinger Road and
McCart Avenue will be the Vivian J. Lincoln Library.
Mrs. Lincoln, a longtime educator, and first African American principal in the Crowley Independent School
District, garnered 2,968 votes. Jacqueline Banks and advocate for the arts and non-profit leader received
the second-most votes with 1,619. Names were submitted by the public, with the top five finalists up for
voting from September 1 to September 30, 2022. A total of 5,064 votes were received.
Lincoln was born April 13, 1956, in Drew County, Arkansas. She graduated with honors from the
University of Arkansas at Monticello in 1978 and earned a master's degree from Texas Christian
University (TCU) in 1994. She loved learning and the field of education, which became her life's work. She
taught for a decade in Monticello before moving to Fort Worth in the late 1980s. Lincoln worked at a
middle school in Fort Worth Independent School District (ISD) before being hired as an associate principal
at Crowley High School. Eventually, she would be named the first African American principal in Crowley
ISD. She led Jackie Carden Elementary for 15 years before she retired in 2017 after 39 years in public
education. She passed away on May 14, 2022. She is survived by her husband Charles; two children,
Matthew Trotter and Melissa Smith; and two stepchildren, Charles Lincoln IV and Hillary Lincoln.
A new library for a booming population
The ceremonial groundbreaking in March 2022 launched construction of the 18,000-square-foot facility,
being built at 8901 McCart Avenue. The more than $9.6 million project was approved by voters as part of
the City of Fort Worth 2018 Bond Program. The new library will feature a large meeting room, study
rooms, creative lab and a quiet room. The library is expected to open to the public in 2023 and will serve a
fast-growing sector of the City.
