HomeMy WebLinkAboutIR 150 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 22-150 To the Mayor and Members of the City Council October 18, 2022 AA Mr JA. s 4 Page 1 of 2 s SUBJECT: PROPOSED TRANSPORTATION PROJECTS FOR THE 2021 1g2Frs f 1875 TARRANT COUNTY BOND PROGRAM — COUNTYWIDE INITIATIVES AND PARTNERSHIPS FUNDING CATEGORY On April 6, 2021, City Council adopted Resolution No. 5377-04-2021 (M&C 21-0243), expressing support for City-proposed transportation projects submitted for Tarrant County's 2021 Transportation Bond Program. Tarrant County recently awarded six projects for the first round of applications, funded up to $78.4 million, which is almost 40% of the total cost for the six projects of $203.0 million. The City will contribute approximately $124.0 million. Tarrant County is now accepting proposals for a second round of applications associated with the Countywide Initiatives and Partnerships funding category. The Countywide Initiatives and Partnerships category is funded for up to $125 million. The City is submitting five transportation projects totaling $175.8 million and is seeking confirmation from City Council on submitting a sixth project, Bonds Ranch Road, for another $120 million. The Countywide Initiatives and Partnerships category focuses on strategic projects that provide multi- jurisdictional benefits and enhance financial leveraging opportunities. On July 12th, the Commissioners Court approved professional service agreements related to the development of the Countywide Initiatives and Partnerships funding category. The Commissioners Court will meet on October 11, 2022, to initiate collective discussions with Tarrant County staff on proposed projects. There is not a set date for making final determinations, and commissioners have full discretionary authority with project selection. The local matching funds required for projects in this category will be determined by the Commissioners Court on a case-by-case basis. Since the funds are discretionary, the local match will be part of the discussion, and the City is striving to find reasonable opportunities to leverage resources with partnership agencies. Five of the arterial projects being proposed were evaluated for and included in Fort Worth's 2022 Bond Program. They were also submitted to the County for funding on April 6, 2021 as part of a long list of projects however they were awarded no funding by the County. The 2022 Arterials project list was developed as part of an ongoing process between bond elections. Sources used to develop the list of recommended projects includes: • City Council input and recommendations • Input from neighborhoods and residents • 2022 Bond Program Community Meetings • Data collection and analysis • Master plans and strategic goals that are updated on a regular basis • Development activity in the city • Projects that were on the 2018 Proposed Bond Project list but were not funded • Service demand • Board and Commission input The five projects listed in the table below are a good fit for the Countywide Initiatives and Partnerships Category because they were reviewed using the selection criteria as part of the City's bond program process. By providing new infrastructure and replacing inadequate capital facilities, the projects will reduce congestion, improve public health and safety, encourage collaboration with other jurisdictions, and encourage connectivity in rapidly growing areas of Fort Worth. This portion of Bonds Ranch Road has also been added to the Transportation Impact Fee Study, and after the updated study is adopted in October, will be eligible for Impact Fee funds. In addition, staff anticipates that future development located along Bonds Ranch Road will dedicate right-of-way and contribute to building out the roadway.
