HomeMy WebLinkAboutResolution 4218-07-2013 A Resolution NO. 4218-07-2013 AUTHORIZING FUNDING FOR THE CONSTRUCTION OVERSIGHT AND INSPECTION PORTION OF THE LOCAL PROJECT ADVANCE FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR DIRKS ROAD WIDENING FROM 2 LANES TO 6 LANES DIVIDED FROM THE FUTURE SOUTHWEST PARKWAY TO GRANBURY ROAD WHEREAS, on August 10, 2005, the President signed into law the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) which established the Congestion Mitigation and Air Quality (CMiAQ) and Surface Transportation Program — Metropolitan Mobility (STP-MM) Federal Funded Improvement Programs to address transportation needs; and WHEREAS, the City of Fort Worth identified the need to reconstruct and widen Dirks Road from 2 lanes to 6 lanes - divided from the future Southwest Parkway to Granbury Road (the "Project"); and WHEREAS, on March 6, 2007, the Fort Worth City Council authorized the sale of Certificate of Obligation Bonds for the purpose of funding the Critical Capital Needs Program which included 57,500,000 for design and construction to widen Dirks Road; and WHEREAS, the Regional Transportation Council of the North Central Texas Council of Governments selected the Dirks Road Project for federal funding under the CMAQ and STP-MM programs; and WHEREAS, the Texas Transportation Commission passed Minute Order 1 12230 that provides for the development of, and funding for, the Project; and WHEREAS, on November 9, 2010 (M&C C-24579), the City of Fort Worth entered into a Local Project Advance Funding Agreement with the Texas Department of Transportation for the Prol I ect and passed a Resolution to fund Texas Department of Transportation ("State") design review for the Project. Adopt the attached resolution authorizing funding for the oversight and quality control of the construction inspection portion of a previously approved Local Project Advance Funding Agreement with the Texas Department of Transportation for construction of Dirks Road widening to six lanes between the eastern limit of the future Chisholm Trail Parkway and Granbury Road; and 2. Authorize payment to Texas Department of Transportation in the amount of$97,635.00 for oversight and quality control of construction inspection pursuant to the Local Project Advance Funding Agreement, DISCUSSION: On November 9, 2010, City Council authorized a Local Project Advance Funding Agreement (LPAFA) with the Texas Department of Transportation (TxDOT)for design to widen Dirks Road to six lanes between the eastern limit of the future Chisholm Trail Parkway and Granbury Road. In accordance with the provisions of the LPAFA, TxDOT is responsible for design review and oversight and quality control for construction inspection due to federal funds allocated to the project The initial installment payment to the State for design review was authorized on November 9, 2010. The installment payment to the State in the amount of$97,635.00 for oversight and quality control of construction inspection is due prior to the date set for letting, projected to be in September 2013. Funding for this project is provided in the 2007 Critical Capital Projects Fund. This project is located in COUNCIL DISTRICTS 3 and 6, Mapsco 102C and 102D. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that funds are available in the current capital budget, as appropriated, of the 2007 Critical Capital Projects Fund.
