CITY COUNCIL WORKSESSION MEETING

With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session of the Fort Worth City Council to order 1:23 p.m. on Tuesday,
September 20, 2022, in the City Council Conference Room 2020 of the Fort Worth City
Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager- David Cooke, City Manager
a. Upcoming and Recent Events
City Manager David Cooke announced the Alliance Park Grand Opening would be
held on Friday, September 23, 2022, at 10:00 a.m., located at 3800 Litsey Road.

b. Organizational Updates and Employee Recognition(s)
City Manager David Cooke called upon Council Member Flores to recognize Officers
Briseno and Garcia for their acts of bravery and difference both have made in the
community.
City Manager David Cooke called upon DJ Harrell, Development Services Director to
recognize staff members Janie Morales, Ken Frame and Daunte Rushton.

22-133 American Rescue Plan Act Allocation Recommendations - Reginald Zeno
22-134 City of Fort Worth Hiring Process - Dianna Giordano
Council Member Williams requested staff review the feasibility of moving the
City's minimum wage from $15.00 per hour to $20.00 per hour.
Council Member Nettles requested staff resend the pay range breakdown of
positions provided in the budget response.
22-135 DFW International Airport Amendments to Codes of Rules and
Regulations - Paul Tomme, Legal Counsel - DFW International Airport
22-136 Flooding Notification -Jennifer Dyke
22-138 Monthly Development Activity Report- DJ Harrell
22-139 Stockyards Mobility Study -Lauren Prieur
Council Member Flores asked Lauren Prieur to give an update on the next
steps.

2. Questions Regarding City Council M&C Log for September 27,2022, Council Meeting
Mayor Pro tem Bivens requested staff provide her additional information on:
• Funds for Veterans Assistance Grants 2022-2023
• Ken Paxton litigation case
• American Airlines contract amendment
3. Update on Public Art Program: FY2022 Progress Report,2022 Bond Program Plan,
and FY2023 Work Plan-Estrus Tucker,Art Commission and Martha Peters,Arts Fort
Worth
Estrus Tucker, Art Commission and Martha Peters, Arts Fort Worth made presentation.
Council Member Flores asked for a meeting with Arts Fort Worth to discuss possible
projects in District 2.
4. Presentation on East Lancaster Corridor and Sub-Regional Planning Study—Kelly
Porter,Transportation and Public Works
Kelly Porter. Transportation and Public Works made presentation.
5. Presentation on University Drive Corridor Project—Lauren Prieur,Transportation
Public Works
Lauren Prieur, Transportation and Public Works made presentation.
Council Member Beck encouraged staff to complete the West 7th Project prior to the
November estimated completion date.
6. City Council Requests for Future Agenda Items and/or Reports
Council Member Williams requested staff review the feasibility of moving the City's
minimum wage from $15.00 per hour to $20.00 per hour.
ADJOURNMENT
There being no further business, Mayor Parker adjourned the meeting at 2:40 p.m.
