Crain, District 3 Council Member Alan Blaylock, District 4 Council Member Jared Williams, District 6 Council Member Leonard Firestone, District 7 Council Member Chris Nettles, District 8 Council Member Elizabeth Beck, District 9 Staff Present: David Cooke, City Manager Leann Guzman, City Attorney Melissa Brunner, Assistant to the City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order 1:52 p.m. on Tuesday, October 4, 2022, in the City Council Conference Room 2020 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager - David Cooke, City Manager a. Upcoming and Recent Events There will be no Public Comment Meeting tonight in observance of National Night Out. b. Organizational Updates and Employee Recognition(s) Council Member Firestone recognized Kenneth Nalley for going above and beyond in providing exceptional service to an injured woman on his way home from work. Presentation of Tarrant County 9-1-1 District's Proposed Fiscal Year 2023 Budget—Chief James Davis,Fire and Sherry Decker, Tarrant County 9-1-1 District Sherry Decker, Tarrant County 9-1-1 District made the presentation. Briefing on Heritage Park-Andy Taft,Downtown Fort Worth, Inc.; Christopher Beynon, MIG; and Martha Peters, Arts Fort Worth Andy Taft, Downtown Fort Worth, Inc. made the presentation. 6. Update on Permanent Supportive Housing—Tara Perez,Neighborhood Services Presentation will be moved to the October 18, 2022, City Council Work Session. 7. Presentation on Transportation Impact Fee Study—DJ Harrell, Development Services Mirian Spencer, Development Services made the presentation. 8. City Council Requests for Future Agenda Items and/or Reports Council Member Williams requested a summary of the basic cost of living in Fort Worth and how much employees would need to reasonably cover those costs on an hourly basis; cost of classification and compensation review from Dianna Giordano. Council Member Beck requested information on the City policy for use of CBD for General and Civil Service Employees and City's drug testing policy for TCH/CBD and how that compares to other governing bodies. Council Member Firestone requested a review of the ordinance regarding enforcement of trailers and food truck parking on neighborhood streets. Council Member Nettles requested information on parking fees for people who sign up to speak at day meetings and a method to waive those fees if possible.
