AN ORDINANCE REALLOCATING APPROPRIATIONS IN THE POLICE
DEPARTMENT OF THE GENERAL FUND BY DECREASING
APPPROPRIATIONS IN THE SALARY & BENEFITS CATEGORY IN THE
AMOUNT OF $3,000.00, AND INCREASING APPROPRIATIONS IN THE
TRANSFERS & OTHER CATEGORY BY THE SAME AMOUNT, FOR THE
PURPOSE OF TRANSFERRING TO THE GRANTS OPERATING FEDERAL
FUND, PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be adjusted appropriations in the Police Department of the
General Fund, decreasing appropriations in the Salary&Benefits category in the amount of$3,000.00, and
increasing appropriations in the Transfers & Other category by the same amount, for the purpose of
transferring to the Grants Operating Federal Fund as a match for the Texas Department of Transportation
Selective Traffic Enforcement Program Impaired Driving Mobilization Grant to occur in Fiscal Year 2023.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Requirement of$3,000.00,Authorize Transfer of$3,000.00 from the General Fund for the City's Match Requirement,Authorize Execution of
Related Grant Agreement,and Adopt Appropriation Ordinances
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify application for,and acceptance of,if awarded,the Selective Traffic Enforcement Program Impaired Driving Mobilization Grant from the
Texas Department of Transportation in an amount up to$15,000.00;
2. Authorize the execution of a grant agreement with Texas Department of Transportation for the Fiscal Year 2023 Selective Traffic Enforcement
Program Impaired Driving Mobilization Grant;and
3. Adopt the attached appropriation ordinance reallocating appropriations in the Police Department of the General Fund by decreasing
appropriations from Salary and Benefits category in the amount of$3,000.00 and increasing appropriations in the Transfers and Other
category by the same amount,for the purpose of transferring to the Grants Operating Federal Fund;and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Funds by
$15,000.00 subject to the award and receipt of the grant funds,for the purpose of funding the Texas Department of Transportation Fiscal Year
2023 Selective Traffic Enforcement Program Impaired Driving Mobilization Grant.
DISCUSSION:
The Texas Department of Transportation (TXDOT)Selective Traffic Enforcement Program Impaired Driving Mobilization (STEP IDM)grants are
aimed at reducing the number of vehicle crashes, injuries, and fatalities due to impaired driving during major holiday times.
The STEP IDM program features four 2-week mobilization periods.Those periods are:
• Christmas-New Years(December 2022-January 2023)
• Spring Break(March 2023)
• Independence Day(June-July 2023)
• Labor Day(August-September 2023)
In addition to impaired driving,STEP IDM grant activities can include enforcement of speed,seatbelt,and intersection traffic control laws.The total
proposed direct program amount for Fiscal Year 2023 is$15,000.00,which includes$3,000.00 in match funds. Funds will be budgeted for
overtime and associated fringe benefits for an estimated 1400 enforcement hours with an additional estimated 28 hours for grant administration.
The grant will also fund overtime,along with associated fringe benefits,to provide an estimated 10 hours for public information and education
events on the STEP IDM which includes; pre-media campaign, enforcement effort,and post-media campaign.The STEP IDM grant will pay for
overtime hours of the officers participating in the program.
Award of this grant and receipt of funds will occur in Fiscal Year 2023.A local match of at least 20%is required.The Fiscal Year 2023 General
Fund budget will be used to meet this match requirement. Indirect costs are allowable up to 10%.
These grant funds will be for overtime and fringe benefits only.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:Texas
Department of Transportation
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances,funds
will be available in the current operating budget,as appropriated, in the Grants Operating Federal Fund.The Police Department(and Financial
Management Services)will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred,the Police
Department has the responsibility to validate the availability of funds.This is a reimbursement grant.
