HomeMy WebLinkAboutOrdinance 25823-11-2022 ORDINANCE NO.25823-11-2022 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL DONATIONS CAPITAL PROJECTS FUND,IN THE AMOUNT OF $50,000.00, FROM AVAILABLE FUNDS,FOR THE PURPOSE OF FUNDING THE STOP SIX HUB COMMUNITY CENTER PROJECT (CITY PROJECT NO. 103855); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Special Donations Capital Projects Fund, in the amount of$50,000.00, from available funds, for the purpose of funding the Stop Six Hub Community Center project(City Project No. 103855). SECTION 2. That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be incorporated into the ordinance effecting the budget of the municipal government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1, 2022,and ending September 30, 2023, and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Carter Foundation for The Hub,a Proposed New Multipurpose Community Center To Be Located In The 5100 Block of Avenue G in the Stop Six Neighborhood,Amend the Fiscal Years 2023-2027 Capital Improvement Program, and Adopt Appropriation Ordinance RECOMMENDATION: It is recommended that the City Council: 1. Authorize acceptance of$50,000.00 from the Amon G.Carter Foundation for The Hub,a new community center,early learning center,and aquatics center to be developed in the 5100 Block of Avenue G in the Stop Six Neighborhood, increasing the foundation's total donation to $375,000.00 and total donations to$927,500.00; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Donations Capital Projects Fund in the amount of$50,000.00,from available funds,for the purpose of funding the Stop Six Hub Community Center(City Project No. 103855);and 3. Amend the Fiscal Years 2023-2027 Capital Improvement Program DISCUSSION: The purpose of this Mayor and Council Communication (M&C)is to accept and appropriate$50,000.00 in private contributions from the Amon G. Carter Foundation to fund the architecture and design fees and services for Stop Six Hub Community Center,"The Hub"(community center,early learning center, and aquatics center)planned for the Stop Six Neighborhood. In January 2022,the City accepted funding in the amount of$877,500.00 from the Sid Richardson Foundation,the Amon G.Carter Foundation,the Rainwater Foundation and Affiliated Bank(M&C 22-0019), including$325,000.00 from The Amon Carter Foundation. In February 2022,The Amon G.Carter Foundation notified the City that an additional donation of$50,000.00 was pledged to fund early design of The Hub,which would increase the total donations received by all funders to$927,500.00 and increasing the total Amon G.Carter Foundation donation to$375,000.00. The additional funds will be added to the funding for The Hub,City Project 103855,for the development of Architecture and Design plans(master planning, programing and schematic design). The Hub is a proposed new community center complex to be located in the Stop Six Community that will include a traditional community center operated by the Neighborhood Services Department;an early learning facility operated by Child Care Associates; and a new aquatics center operated by the Park& Recreation Department.Voters approved funding to build The Hub as part of the 2022 City Bond Election,and the early learning center is funded using an allocation of$5,000,000.00 in American Rescue Plan Act(ARPA)Funds by the City of Fort Worth to Child Care Associates(M&C 21-0814). Fort Worth Housing Solutions and the City of Fort Worth solicited fundraising for architecture and design for the HUB starting in 2020 so that conceptual design could be commenced prior to the Bond election. Early work on the HUB began in Fall 2021 with an Request For Qualifications process and the selection of Harrison Kornberg Architects, LLC as the selected design and architecture firm.The Property Management Department engaged with Harrison Komberg Architects, LLC for early design professional services in March,2022 using the donated funds to pay for the services. An M&C for full project design services related to the approved FY 2022 City Bond Program will be forthcoming. Funding for this project was not included in the FY2023-2027 Capital Improvement Program because the fundraising for conceptual design was conducted in collaboration with Fort Worth Housing Solutions and the total amount fundraised was unknown until the capital campaign was finalized. The Hub is located in Council District 5. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be deposited to and available in the General Capital Projects Fund as appropriated.The Neighborhood Services Department and Property Management Department(and Financial Management Services)is responsible for the collection and deposit of funds due to the City. Prior to expenditures being incurred,the Neighborhood Services Department has the responsibility of verifying the availability of funds.
