AMENDMENT No.1
TO CITY SECRETARY CONTRACT No. 56604
WHEREAS, the City of Fort Worth (CITY) and Pape-Dawson Engineers,
Inc. , (ENGINEER) made and entered into City Secretary Contract No. 56604,
(the CONTRACT) which was authorized by M&C on the loth day of August,
2021 in the amount of $ 380, 665. 00; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
FLOOD RISK MAP UPDATE, CPN 103487; and
WHEREAS, it has become necessary to execute Amendment No. 01 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in proposal attached hereto and
incorporated herein. The cost to City for the additional design services
to be performed by Engineer totals $49, 080. 00. (See Attached Funding
Breakdown Sheet, Page -4-)
2 .
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $429, 745. 00.
3.
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect .

Dear Mr. Davis:
This letter is to request funding for additional services for the modeling and mapping of the 1-year
Potential High Water Warning Area (PHWA) and forensic analysis of the flooding that occurred during the
August 21-22, 2022 storm event at the Lake of the River Trails neighborhood. These services are
considered above and beyond previously authorized work and include the following:
I. CITYWIDE 1-YR PHWA MODELING AND MAPPING [TASK 294] $24,460
Update citywide 100-yr PHWA model created by Pape-Dawson for the 1-year storm
event.
• Perform preliminary citywide 1-year modeling runs using 1-year precipitation
information.
• Check and update boundary conditions outside FEMA mapped zones for the 1-year
and 5-year preliminary runs.
• Combine mapping from multiple model runs in to one seamless mapping for the l-
and 5-year mapping. Perform cleanup of orphans and isolated polygons.
• Prepare combined database of 1-, 5-, and 100-year mapping for citywide PHWA to
submit to the City as a deliverable.
II. FORENSIC ANALYSIS& MITIGATION [TASK 295] $24,620
Perform post storm forensic analysis at the Lake of the River Trails neighborhood for the
August 21-22, 2022 storm event that caused severe flooding. Use of the citywide PHWA
model prepared by Pape-Dawson is anticipated in performing this analysis:
• Collect available gauge data at City precipitation gauges for the August 21-22, 2022
storm event. Collect time-stamped and geolocatable pictures and videos of flooding
in the Lake of the River Trails neighborhood.
• Incorporate collected rain gauge data in to the PHWA model and perform modeling
of the Calloway Branch and Walker Branch watersheds encompassing the Lake of the
River Trails neighborhood and associated HOA pond. Determine root cause of
flooding and corroborate with pictures or videos, if any.

• Identify up to two (2) mitigation alternatives to prevent future flooding in a storm
similar to the August 21-22, 2022 event.
• Perform one (1) meeting with the City to discuss storm conditions analysis and the
two mitigation alternatives.
• Prepare technical memo with alternatives and Association for the Advancement of
Cost Engineering(AACE) Class 4 OPCC as a deliverable.

II. Forensic Analysis& Mitigation $ 24,620.00
Total: $ 49,080.00
A budget increase of$49,080.00 is the estimated cost of Pape-Dawson's current understanding of the
additional services identified above.
