The purpose of this Informal Report is to provide an overview of how the Code Compliance Department
will strategically work to keep Fort Worth safe and clean through the purchase and deployment of ten street
sweepers and the use of contractual resources.A primary goal of the Fiscal Year 2023 (FY23) Budget is to
promote a clean and safe city. To help achieve this goal, Code Compliance staff have developed a plan to
help address litter in the community by increasing litter abatement services. Expanding from two street
sweepers to twelve has been identified as one of several measures to assist the community in achieving this
goal.
Sweeping Corporation of America (SCA)— Street Sweeping Service Contract
As part of the FY23 Budget, funding was approved to purchase ten additional street sweeper units to
augment the city's current fleet of two. Due to supply chain delays for equipment following the COVID-19
pandemic, new street sweeper units will not be available for an estimated 12-18 months or longer. In
anticipation of these delays, the City Council awarded a contract to Sweeping Corp. of America(SCA) on
October 11, 2022 to expand street sweeping services. Initial cleaning and pre-sweeping activities began in
late October and continues into November 2022.

,re Street Sweeper Routes and Frequency
Street sweeping efforts have been prioritized to control litter
m and debris within commercial corridors, along major
83 a arterials, and within highly-littered areas. SCA will increase
local fleet and staffing resources to achieve monthly or
bimonthly sweeping along initial routes.

A curb mile is defined as the length along one side of the
street for one mile. As an example, sweeping both sides of a street that is 1 mile in length equates to 2 curb
miles in most cases. Up to 1,760 curb miles will be swept each month through SCA,while the process to
purchase new equipment continues. SCA anticipates being fully operational to address all planned routes
by the end of December 2022. Once new, city-owned street sweepers are received, the project frequencies
can increase, and routes will be expanded to cover at least 6,380 curb miles within a month.
TxDOT State Highways and Medians
State Highways and medians are maintained by the Texas Department of Transportation(TxDOT). Code
Compliance understands that highways and medians are frequently impacted by litter; staff will continue to

collaborate with TxDOT for solutions. This litter impacts the perception of our community. Residents and
staff are encouraged to also report litter along highways through the MyFW app which will connect directly
to the TxDOT website reporting tool.
Community Response and Contract Compliance
In addition to the scheduled routes, the Department will respond to citizen and community requests for
street sweeping. Requests can be made through the City Call Center and it will be added to the MyFW
mobile app.
As part of the FY23 Budget, two litter monitors and a contract compliance specialist were added. Street
sweeping compliance will be monitored through GPS data and visual inspections to regularly ensure
sweeper operations and desired outcomes. During the first 60 days, streets will require initial cleaning and
pre-sweeping which is essentially multiple sweeps because so much silt/debris has built up over time. In
addition to contract compliance, staff will also work to address major sources of litter to ulitmatley reduce
the amount that has to be cleaned up.
When new City street sweeping equipment is received, City crews will augment SCA efforts contractor as
the City begins a systematic approach to litter and sweeping. Essentially, the City will be divided into four
zones: Monday, Tuesday,Wednesday and Thursday. Citizens, District Directors, staff and others will be
informed which day of the week areas are scheduled to be cleaned. On the following day, the contract
compliance and auditing staff can assess these areas and identify misses and/or areas that might need to be
added for routine or ad hoc cleaning. Fridays will be reserved for special projects, citizen requests,
additional sweeping in some areas, etc.
