Crain, District 3 Council Member Alan Blaylock, District 4 Council Member Jared Williams, District 6 (arrived at 1:18 p.m.) Council Member Leonard Firestone, District 7 Council Member Chris Nettles, District 8 Council Member Elizabeth Beck, District 9 Staff Present: David Cooke, City Manager Leann Guzman, City Attorney Jannette Goodall, City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order 1:09 p.m. on Tuesday, November 1, 2022, in the City Council Conference Room 2020 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager-David Cooke, City Manager a. Upcoming and Recent Events City Manager David Cooke called on Veronica Villegas to announce Native American Heritage Month Activities being scheduled in November. City Manager David Cooke called on William Rumuly to provide an update on Court Week activities being held November 7th through November 1 Oth. b. Organizational Updates and Employee Recognition(s) There were no organizational updates or employee recognitions. Informal Reports 22-159 August 2022 - Sales Tax Update - Richard Zavala 22-160 Drug Testing Policy and CBD Oil Advisory - Dianna Giordano Council Member Beck requested a list of the safety sensitive positions required to complete regular drug testing and the costs for testing. Council Member Beck encouraged staff to benchmark the City's drug testing policies against other states to ensure our policies are in line with current testing best practices. 22-161 Forest Park Rides, Inc Miniature Trains - Dave Lewis Council Member Beck requested staff provide a brief update on next steps for the Forest Park Rides, Inc. - Miniature Trains. 22-162 Fort Worth Communications & Public Engagement MyFortWorth App - Michelle Gutt 22-163 Municipal Regulation of an Open Container or Public Consumption of Alcohol in the West 7th Street Area - Melinda Ramos and Assistant Chief Robert Alldredge Council Member Beck provided a summary of the issues behind this item and thanked staff for their work on the issue. 2. Questions Regarding Significant Zoning Cases for November 8,2022, Council Meeting Council Member Beck stated that she will request a continuance for Site Plan SP-22-010 - Montgomery Plaza Mayor Pro tem Bivens indicated she was reaching out to the applicant regarding Zoning Docket ZC-22-145 for clarification on issues. Council Member Williams highlighted Site Plan SP-22-020. Questions Regarding City Council M&C Log for November 8, 2022, Council Meeting Mayor Pro tem Bivens requested information on how properties are identified for Environmental Site Assessments and Developing Cleanup Plans. 4. Update on Near Southside TIF—Robert Sturns,Economic Development and Mike Brennan,Near Southside Inc Presentation was made by Robert Sturns, Economic Development Director and Mike Brennan,Near Southside, Inc. 5. Review Council Calendar for 2023—Jannette Goodall, City Secretary Presentation was made by Jannette Goodall, City Secretary. 6. Final Report on Bitcoin Mining Pilot Program—Carlo Capua, City Manager's Office Presentation was made by Carlo Capua, Chief of Strategy & Innovation, City Manager's Office. 7. Briefing on 2023 Housing Tax Credit Policy—Amy Connolly,Neighborhood Services Presentation was made by Amy Connolly, Assistant Director, Neighborhood Services Department. 8. Update on Permanent Supportive Housing—Fernando Costa, City Manager's Office Presentation was made by Fernando Costa,Assistant City Manager. Council Member Beck recommended including Council Offices as soon as possible in discussions rarding potential permanent supportive housing projects. Discussion on Proposed Community Police Oversight and Accountability Board—Laetitia Brown,Law and Kim Neal, Office of Police Oversight Monitor Presentation was made by Laetitia Brown, Deputy City Attorney and Kim Neal, Director, Police Oversight Consensus of the Council was to move forward with the ordinance to establish an oversight and accountability board. Recommendations include: • Include the option for the board to call special called meetings or to meet more frequently than quarterly as needed • Narrowly defining the definition of family members • Defining who could or not serve relating to individuals convicted of a felony • Defining the appropriate level of resources are needed • Educating Council on what the Standard of Professional Accountability and Confidentiality Agreements are and what they mean • Clarify if non-City of Fort Worth police officers are eligible to serve • Ability for the board to review policies 10. City Council Requests for Future Agenda Items and/or Reports Mayor Pro tem Bivens requested a report on developmental waivers requested by developers. Council Member Beck requested a report on internships within City Departments, which departments offer them, paid or unpaid and a fiscal analysis of offering paid internships. Council Member Beck requested a report on the finangial due diligence performed for zoning process. Council Member Beck requested a report on the policy and procedures relating to opposition of a zoning case and clarification on when a"super_ajority"vote is required.
