HomeMy WebLinkAboutIR 177 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 22-177 To the Mayor and Members of the City Council December 6, 2022 Page 1 of 5 SUBJECT: COMPETITIVE GRANTS FOR THE ARTS PROGRAM UPDATE aVA Y673 This Informal Report provides an update on the Arts Fort Worth FY2022 Competitive Grants for the Arts program, announces the operating support and outreach programming grant awards for FY2023, and presents plans for the remainder of FY2023. History and Overview of the Program: The Competitive Grants for the Arts program was established in 2009 when the City named Arts Fort Worth as its regranting agent for arts organizations. In 2015-2016,Arts Fort Worth's grantmaking process was updated in consultation with Texas Commission on the Arts, the State's grantmaking agency for the arts, to increase objectivity and ensure that Fort Worth grantees are capable of receiving funding from the State using application materials that also meet Arts Fort Worth's application guidelines. Under this updated system,grant panels consisting of community representatives, arts professionals, and nonprofit leaders use a scoring rubric to independently rate eligible applicants. Applicant scores are considered along with the organization's budget size and total available funds to determine the amount of each grant award. The local program's alignment with the state's positions grantees to easily and successfully apply for funds from the State of Texas' arts grantmaking agency. In FY2022, this led to $11,651,538 of State funding flowing into Fort Worth through Arts Fort Worth grantees. In 2021, a grant from the North Texas Community Foundation's Fund to Advance Racial Equity led to the creation of Diversity, Equity, Inclusion, and Access (DEIA) mini-grants and workshop series. In addition to awarding operating grants (now called CORE) and outreach project grants (now called CORE PLUS), Arts Fort Worth will again provide mini-grants for DEIA capacity building activities and expand the District-Outreach grant program in partnership with Councilmembers interested in partnering to identify opportunities. Arts Fort Worth also has an annual agreement with Visit Fort Worth to manage a grantmaking program for arts and culture nonprofits that promote tourism in Fort Worth through the Tourism Public Improvement District. FY2023 Grant Awards 51 applications were reviewed for CORE and CORE PLUS grants. Panelists recommended awards for 36 grantees, including 8 new grantees and 14 total outreach projects. Total awards equaled $928,000. Due to the reintroduction of outreach grants, which were paused due to complications from the COVID-19 pandemic, and the increase in total grantees, grant awards were generally lower for returning grantees.The largest institutions saw the most significant overall decreases in funding. Arts Fort Worth supplements the grant opportunities and administrative expenses presented above with private funds from foundations and individual donors. Arts Fort Worth projects an additional $75,000 to be raised specifically for these purposes in FY2023. Primarily, these funds will expand mini-grant opportunities and supporting educational workshops. Funding for the Tourism Public Improvement District (TPID) grants for cultural organizations program does not pass through Arts Fort Worth, but their management of the program includes processing applications and advising on grant awards as approved by the TPID board of directors. Half of all grant-supported programs are free for the public to attend. According to Arts Fort Worth grant-supported programs produce nearly 1 million positive touchpoints for Fort Worth visitors and residents, and nearly 28 million online views of virtual programs, promoting Fort Worth to global audiences.
