A. Call to Order
After proper notice given pursuant to the Texas Open Meetings Act, with a quorum of the City
Council Members present, Mayor Parker called the Executive Session Meeting to order and the
Fort Worth City Council convened into closed Executive Session at 1:32 p.m. on Tuesday,
November 15, 2022, in the City Council Conference Room 2020 of the Fort Worth City Hall to
discuss matters pertaining to the following:
B. The City Council will conduct a closed meeting in order to discuss matters permitted by
the following sections of Chapter 551 of the Texas Government Code:

1. Section 551.071, CONSULTATION WITH ATTORNEY
To seek the advice of its attorney about pending or contemplated litigation, settlement offers, or
any matter in which the duty of the attorney to the City Council under the Texas Disciplinary
Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open
Meetings Act. [Tex. Govt Code §551.071]:
a. Legal issues related to Cause No. 6:19-CV-345-ADA-DTG; City of Allen, Texas, et al., v.
Time Warner Cable Texas d/bla Spectrum and Charter Communications;
No discussion occurred.
b. Legal issues related to Cause No. 4:17-CV-0120-P; Jacqueline Craig, Individually, and
on behalf of Minors, J.H., KK, and A.C., and Brea Hymond v. City of Fort Worth;
No discussion occurred.
c. Legal issues related to Cause No. DC-19-06941; William Birchett v. City of Fort Worth,
in the 162°6 Civil District Court of Dallas County, Texas;
Discussion occurred.
d. Legal issues concerning Cause No. 05-22-00381-CV; City of Fort Worth v. Ronald
Burke, in the Fifth Court of Appeals, Dallas County, Texas;
Discussion occurred.
e. Legal issues concerning Cause No. 05-22-00327-CV; City of Fort Worth v. Joel F.
Fitzgerald, Sr., in the Fifth Court of Appeals, Dallas County, Texas; and
Discussion occurred.
f. Legal issues related to the Aaron Dean criminal trial.
No discussion occurred.
CITY MANAGER
1. Section 551.072, DELIBERATIONS REGARDING REAL PROPERTY
Deliberate the purchase, sale, lease or value of real property where deliberation in an
open meeting would have a detrimental effect on the position of the City in negotiations
with a third party.
Discussion occurred on the Central Library.

2. Section 551.087,DELIBERATIONS REGARDING ECONOMIC DEVELOPMENT
NEGOTIATIONS
Deliberate the commercial or financial information or the offer of a financial or other
incentive to a business prospect.
No discussion occurred.
3. Section 551.074, PERSONNEL MATTERS
Deliberate the employment, evaluation, and duties of the City Attorney as authorized by
Section 551.074 of the Texas Government Code.
Discussion occurred.
4. Section 551.074, PERSONNEL MATTERS
Deliberate the employment, evaluation, and duties of the City Auditor as authorized by
Section 551.074 of the Texas Government Code.
Discussion occurred.
C. The City Council may reconvene in open session in the City Council Conference Room
and act on any item listed on the Executive Session Agenda in accordance with Chapter
551 of the Texas Government Code.
D. Adjourn
With no further business to be conducted, Mayor Parker adjourned the meeting at 2:57 p.m. on
Tuesday, November 15, 2022.
