With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session of the Fort Worth City Council to order 3:01 p.m. on Tuesday,
November 15, 2022, in the City Council Conference Room 2020 of the Fort Worth City
Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager- David Cooke, City Manager
a. Upcoming and Recent Events
City Manager David Cooke announced that the Northwest Community Center
groundbreaking will be held on Thursday, November 17th at 10 a.m. located at 8375
Blue Mound Road.

City Manager David Cooke announced that the next Council Meeting will be on
November 29, 2022, due to the Thanksgiving Holiday. Schedule notes for the
Thanksgiving Holiday include:
• Most city offices, including City Hall will be closed on Thursday and Friday,
November 25th and 26th. Emergency Services will be available as usual.
• There will be no garbage service on Thanksgiving Day. If your normal
garbage pickup day is on Thursday, your pickup will shift to Friday; Friday
service slides to Saturday. Normal pickup schedules resume the following
Monday.
b. Organizational Updates and Employee Recognition(s)
There were no organizational updates or employee recognitions.
c. Informal Reports
22-164 FY2023 Street Sweeping Program Update - Brandon Bennett
22-165 Residential Solid Waste Collection Route Adjustments - Valerie
Washington and Brandon Bennett
Council Member Beck requested an Informal Report on where the
communication breakdown occurred and how it can be prevented in the future.
22-166 Adoption of the City of Fort Worth's 2023 State Legislative Agenda - T.J.
Patterson, Jr.
Council Member Crain requested that language be added to the Legislative
Agenda to include support for funding that allows for continued recovery and
growth of small businesses.
22-167 Curfew Ordinance for Minors - Robert Alldredge
David Cooke called on Chief Alldredge to correct the public hearing dates listed
in the Informal Report. The public hearings dates are: November 29th and
December 13th.

Council Member Beck and Mayor Parker requested information on methods to
clear the backlog of cases involving curfew violations.
Council Member Flores requested information on the number of schools
located around the areas where curfew violations occur.
Council Member Nettles requested information on how the City communicates
information about the curfew ordinance and information on who and how
curfew violations are reported.

Council Member Beck requested that free parking be expanded to include
everyone who attends the daytime Council Meetings.

22-172 Update on Panther Island Path Forward - Dana Burghdoff
2. Questions Regarding City Council M&C Log for November 29,2022, Council
Meeting
There were no questions regarding the City Council M&C Log for November 29, 2022,
Council Meeting.
3. Presentation on Proposed Tax Abatement Agreement with Beauty
Manufacturing Solutions Corp.—Cherie Gordon,Economic Development
Presentation was made by Cherie Gordon, Business Development Coordinator,
Economic Development Department.

4. Update on Open Space Conservation Program - Brandi Kelp, Transportation
and Public Works
Presentation was made by Brandi Kelp, Senior Planner, Transportation and Public Works
Department.
5. City Council Requests for Future Agenda Items and/or Reports
Council Member Williams requested a report on the current 911 Response Prioritization
Policy and Best Practice when Responding to Threats at Childcare Facilities and
Elementary Schools.
Council Member Blaylock requested a report on the study relating to property near
Gateway Park issued by the Urban Plan Institute.
Council Member Crain requested a presentation of the Institute for Justice Report on Fort
Worth relating to creation of small business.
Council Member Nettles requested information on the status of the short-term rentals.
Council Member Nettles requested an update on access to the City Council meetings via
the City's main webpage.
Council Member Nettles requested a report on streaming City Council Meetings on
Facebook.
Council Member Nettles requested a report on the policy on reasonable distance for
marking off crime scenes and if the policy differs for individuals who are recording the
scene.
Council Member Nettles requested a report on the on-going training provided for Police
employees and the types of trainings provided for the various ranks.
Council Member Beck requested a report on the number of firearms taken off the streets
as part of the Fort Worth Safe Program by the broken down by those over and under 17.

Council Member Beck requested a list of internal and external advisory bodies (formal
and informal) that are used by the Police Department and Fire Department to request
feedback on services.
Mayor Parker requested a report on status of increasing the paid parental leave for City
employees.
ADJOURNMENT
There being no further business, Mayor Parker adjourned the meeting at 3:55 p.m.
