Bivens, District 5 Council Member Michael D. Crain, District 3 Staff Present: David Cooke, City Manager Leann Guzman, City Attorney Jannette Goodall, City Secretary CALL TO ORDER With a quorum of the City Council Members present, Mayor Parker called the City Council Public Comment Meeting of the Fort Worth City Council to order at 6:02 p.m. on Tuesday, November 15, 2022, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. INVOCATION- Pastor Joe Chamness, Edge Park United Methodist Church The invocation was provided by Pastor Joe Chamness, Edge Park United Methodist Church. The Pledges of Allegiances to the United States of America and the State of Texas were recited. CONSIDERATION OF MINUTES Motion. Council Member Beck made a motion, seconded by Council Member Flores, that the Work Session and Public Comment meetings of November 1, 2022, be approved. Motion passed 7-0, Mayor Pro tem Bivens and Council Member Crain absent. 22-2326 Minutes -November 1, 2022 Work Session 22-2327 Minutes -November 1, 2022 Public Comment PUBLIC COMMENTS-The City Council may not discuss or deliberate about a topic not specifically listed on the Agenda,including those presented during the Public Comments section of the Agenda (Tex. Gov't Code § 551.042) 22-2339 Public Comments Brenda Waddell appeared before Council relative to loud music from 2 to 10. JD Jimmerson appeared before Council relative to receiving citizen calls and the responses from the Police Department. Adrian Smith appeared before Council relative to public comments. Payton Jackson appeared before Council relative to the Police Oversight Board that was voted down. Bob Willoughby appeared before Council relative to general comments. Jim DeLong appeared before Council relative to trust. George Chiles appeared before Council relative to November 8th part 1. Tonya Carter appeared before Council relative to Code Compliance. James Smith appeared before Council relative to a tribute to Thomas and the reality of transparency. Jeralynn Jackee Cox appeared before Council relative to citizens and an oversight board to monitor conduct of the Fort Worth Police Department. LaSondra Huggins appeared before Council via conference call relative to a 2022 Mitsubishi Outlander Sport and registering property. Bruce Miller complete a public comment card via conference call relative to a police review board and was recognized by Mayor Parker but could not be reached by telephone. ADJOURNMENT There being no further business, Mayor Parker adjourned the meeting at 6:38 p.m., in memory of W.R. Bob Watt, Jr., who passed away on Wednesday,November 9, 2022.
