AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE
AMOUNT OF 1) $55,909.10 TRANSFERRED FROM THE GENERAL FUND AND
(2) BY $559,090.90, SUBJECT TO RECEIPT OF THE GRANT FUNDS, FOR A
TOTAL OF$615,000.00,FOR THE PURPOSE OF FUNDING THE FISCAL YEAR
2021 ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM - OPERATIONS
AND SAFETY GRANT.; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund, (1) by $55,909.10 as a transfer from the FY2023 General Fund, and (2) by
$559,090.90 subject to the receipt of the grant,for a total of$615,000.00,for the purpose of funding the fiscal
year 2021 assistance to firefighters grant program-operations and safety grant.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(ALL)Ratify Application for and Authorize the Execution of a Grant Agreement with the Department of Homeland Security-Federal Emergency
Management Agency Under the Fiscal Year 2021 Assistance to Firefighters Grant Program-Operations and Safety Grant,in the Amount of
$559,090.90,Authorize Transfer of General Funds from the Fire Department's Operating Budget to the Transfer Out Account in the Amount of
$55,909.10 for the City's 10% Match Requirement,and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify application for and authorize the execution of a grant agreement with the Department of Homeland Security-Federal Emergency
Management Agency under the Fiscal Year 2021 Assistance to Firefighters Grant Program-Operations and Safety Grant,in the amount of
$559,090.90;
2. Authorize transfer of General Funds from the Fire Department's Operating Budget to the Transfer Out Account in the amount of$55,909.10
for the City's 10%match requirement;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the
amount of(a)$559,090.90,subject to receipt of a grant from the Department of Homeland Security-Federal Emergency Management
Agency,and(b)with$55,909.10 as a transfer from the General Fund to satisfy the City's 10%match requirement,totaling$615,000.00,for
the purpose of funding the Fiscal Year 2021 Assistance to Firefighters Grant Program-Operations and Safety Grant;and
4. Adopt the attached appropriation ordinance reallocating appropriations in the Fire Department of the General Fund by decreasing the
General Operating and Maintenance accounts in the amount of$55,909.10 and increasing the Transfers and Other category by the same
amount,for the purpose of funding the required match for the grant.
DISCUSSION:
The Department of Homeland Security(DHS)-Federal Emergency Management Agency provides Fire Operations and Safety Grants as part of
the Assistance to Firefighters Grant(AFG)Program.These grants are intended to support projects that enhance the safety of the public and
firefighters from fire and related hazards.The DHS recently notified the Fort Worth Fire Department(FWFD)that its application for financial
assistance submitted under the Fiscal Year 2021 AFG Program had been approved in the amount of$559,090.90.As a condition of this award,
the City is required to contribute a 10%cost match in the amount of$55,909.10,for a total project cost of$615,000.00.
Recent studies indicate that firefighters developed many cancers more frequently than any other occupation. Further,firefighters have a higher
incidence of cardiovascular disease due to the strenuous and stressful nature of their work.In response to this,the Fort Worth Fire Department has
developed a comprehensive health and wellness program.This AFG grant will be used to fund enhanced,early cancer and cardiac screening for
civil-service Fire Department personnel. The estimated annual cost for this screening activity is$615,000.00.
Approval of this Mayor and Council Communication will ratify the application for the Fiscal Year 2021 Assistance to Firefighters Grant Program. In
addition to authorizing the acceptance of this award,approval will also authorize transfer of matching funds in the amount of$55,909.10 from the
General Fund to the Grants Operating Federal Fund.
Indirect costs are not applicable to this grant.
The performance period of this grant is anticipated to end August 2024.
This project will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because:This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances,funds
will be available in the current operating budget,as appropriated,of the Grants Operating Federal Fund. The Fire Department(and Financial
Management Services)will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred,the Fire
Department has the responsibility to validate the availability of funds.This is a reimbursement grant.
