AN ORDINANCE PROVIDING FOR THE REGISTRATION AND
LICENSING OF BICYCLES; PROVIDING A FEE THEREFOR;
PROVIDING FOR THE TAGGING AND IDZMFICATION OF
BICYCLES AND R3GULATIONS THEREFOR; REGULATING ALL
PERSONS ENGAGED IN THE BUSINESS OF DEALING IN
SECONDHAND BICYCLES; REWIRING ALL BICYCLES RIDDEN
BET EEN THE HOURS OF SEVEN P.M. AM FIVE A.M. TO BE
EQUIPPED MTH A REFLECTOR On ELECTRIC HEADTIGRT ON
THE FRONT AND A REFLECTOR ON THE REAR; PROVIDING A.
PENALTY FOR THE VIOLATION HEREOF; PROVIDING THAT THE
INVALIDITY OF ANY PART HEREOF SHALL NOT AFFECT THE
VALIDITY OF THE REIZAIMER', AM DE GLARING AN EMERGENCY.

SECTION It
It shell be unlawful for any person to operate or use a bicycle
propelled wholly or In part by muscular power upon any of the streets,
allays or public highways of the City of Fort Worth without first obtaining
from the Police Department a license therefor as hereinafter provided.
SECTION lit
The Police Department Is hereby authorized and direcTed to Assue,
upon written application, bicycle license which shall be effective for one
year, and all such licenses shall be dated October 1st of the year of issue,
which license, when issued, shall entitle tue, licensee to operate such
bicycles for which said licenses have been issued upon all the streets,
alleys and public highways, exclusive of the sidevialks thereof, in the City
of Fort Worth,
SECTION 111.
The Police Department shall provide each year metallic tags and
seals having registration number stamped thereon, commencing with the n=ber
"14 and indicating the year for which same is issued, and the letters "MLO
stamped thereon suitable for attachment upon the frame of each bicyclei It
shall be the duty of the Police Department to attach one of said metallic,-
tags to the frame of each bicycle upon the payment of the license fee herein
provided, and said tag shall at all times during the license year for which
it is issued remain so attached. At the time of the issuance of the license,
the Police Department shall also issue to the person obtaining the license
a registration card, which said card shall bear the license and registration
number of such bicycles The Police Department shall keep a record of the
date of the issuance of each license, the name of the person to whom the
same issued and the number thereof, together with a description of the
bicycle license,,

SECTION 4.
It shall be the duty of every person who sells or transfers owner-
ship of any bicycle to report such -sale or transfer by returning to the Police
Department the registration card issued to such person as licensee thereof, to-
gether With the name and address of the person to Whom said bicycle was sold or
transferred, and such report shall be made within five (5) days of the date of
said sale or transfer. It shall be the duty of the purchaser or transferee of
such bicycle to apply f or a transfer of registration therefor Within f Ive (5)
days of said sale or transfer.
SECTION 5,
It shall be unlawful for any person to wilfully or maliciously re-
move, destroy, mutilate or alter the number of any bicycle frame licensed pur-
suant to this ordinance. It shall also be unlawful for any person to remove,
destroy, mutilate or alter the number of any license plate,' seal or registration
card during the time in which such license plate, seal or registration card is
operative, provided, however, that nothing in this ordinance shall prohibit the
Police Department from stamping numbers on the frames of bicycles on which no
serial number can be found, or on which said number is illegible or, Izzurfloient
for identification purposes.
SECTION 6.
All persons engaged in the business of buying secondhand bicycles are
hereby required to make a daily report to the Police Department, giving the name
and address of the person from whom each bicycle is purchased, the description
of each bicycle purchased, the frame number thereof and the number of the metal-
is license plate found thereonj if any. All persons engaged in the business of
selling new or secondhand bicycles are hereby required to make a daily report to
the Police Department, giving a list of all sales made by such dealers, which
list shall include the name and address of each person to whom sold, the kind of
bicycle sold, together with a description and frame numbers thereof, and the
number of the metallic license plate attached thereto, if any.
SECTION 7.
It shall be unlawful for any person, firm or corporation to do any
repair work on any bicycle required to be licensed hereunder which is not
properly licensed and registered as required by this ordinance, and it shall bd
the duty of any such person, firm or corporation to see that any such bicycle
has the City license tag thereon before doing any repair work on the same.

SECTION Be
Within ten (10) days after any bicycle registered and licensed here-
under shall have been dismantled and taken out of operation, such information
shall be reported to the Police Department by the person in whose name the bi-
cycle has been licensed and registered.
SMTION 9.
The annual license fee to be paid for each bicycle shall be fifty
cents (50¢) and shall be paid In advance; and pursuant to Section 4 of this
ordinance, such license may be transferred when the ownership of said bicycle
is transferred, and a fee of twenty-five cents (250) shall be paid for such
transfer. Any licensee who has lost his registration card or license plate
shall pay a fee of ten cents (10V) for a re-issuance thereof. All license fees
collected under this ordinance shall be paid into the General 'Fund of the City
of Fort Worth.
SECTION 10*
Any person who rides a bicycle between the hours of 7-00 P. M. and
5:00 A. M. must have said bicycle equipped on the front thereof with an amber
reflector at least two and one-half (2.1) inches in diameter or an electric
headlight with the lens not less than two and one-half (2�) inches in dia-
meter, and the rear of said bicycle must be equipped with a reflector of at
least two and one-half (2�) Inches in diameter.
SECTION 11.
Every person, firm or corporation violating any of the provisions of
this ordinance shall be deemed guilty of a misdemeanor, and upon conviction
shall be punishable by a fine of not more than One Hundred Dollars ($100.00)
nor lax,; than Five Dollarsv ($5.00).
SECTION 12.
If any section or provision of this ordinance is declared to be in-
valid, said fact shall net affect the validity of any other provisions herein.

This ordinance after its publication as required by law will become
