AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
.APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $150,000.00,
SUBJECT TO RECEIPT OF FUNDS FROM VARIOUS AGENCIES OF THE UNITED
STATES DEPARTMENT OF JUSTICE, FOR THE PURPOSE OF FORT WORTH
POLICE OFFICERS PARTICIPATING IN THE ORGANIZED CRIME DRUG
ENFORCEMENT TASK FORCE; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$150,000.00, subject to receipt of funds from various agencies of the United States
Department of Justice, for the purpose of Fort Worth Police Officers participating in the Organized Crinic
Drug Enforcement Task Force.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, Such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 2041 1-09-20 1 2 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of Various Agreements and Addendums with Various Agencies of the United States
Department of Justice for Participation in the Organized Crime Drug Enforcement Task Force to Allow Fort
Worth Police Officers to be Assigned to the Task Force on an As-Needed Basis, Accept Grant Funds in the
Amount Up to $150,000.00 and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of various Agreements and addendums with various agencies of the United
States Department of Justice for participation in the Organized Crime Drug Enforcement Task Force to
allow Fort Worth police officers to be assigned to the task force on an as-needed basis;
2. Accept grant funds in the amount up to $150,000.00; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount up to $150,000.00.
DISCUSSION:
Since Fiscal Year 2006, federal funds have been appropriated to fund overtime to police officers for the
detection, investigation and prosecution of drug crimes against the United States through the Organized
Crime Drug Enforcement Task Force (OCDETF). There are several federal agencies that participate in
the OCDETF such as, but not limited to, the Drug Enforcement Agency and the Federal Bureau of
Investigations. At different times and stages of the investigation, officers may be requested to be added to
the task force. At this point, the OCDETF issues an addendum to the Agreement that may lead to a
request for an increase in the appropriations. To avoid delays in pending investigations, the Police
Department is requesting City Council to authorize the execution of OCDETF Agreements and
addendums and to increase appropriations for overtime to police officers, as necessary.
The police officers assigned to OCDETF assist in investigations, strategic initiatives and prosecutions, as
required by the federal agency. The Police Department is reimbursed all overtime costs for participating
on OCDETF.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
execution of the Agreements and related addendums and adoption of the attached appropriation
ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
