Statement of Grant Award(SOGA)
The Statement of Grant Award is the official notice of award from the Office of the Governor(OOG). This Grant Agreement
and all terms,conditions,provisions and obligations set forth herein shall be binding upon and shall inure to the benefit of the
Parties and their respective successors and assigns and all other State of Texas agencies and any other agencies, departments,
divisions,governmental entities,public corporations, and other entities which shall be successors to each of the Parties or
which shall succeed to or become obligated to perform or become bound by any of the covenants, agreements or obligations
hereunder of each of the Parties hereto.
The approved project narrative and budget for this award are reflected in eGrants on the `Narrative' and `Budget/Details'
tabs. By accepting the Grant Award in eGrants,the Grantee agrees to strictly comply with the requirements and obligations of
this Grant Agreement including any and all applicable federal and state statutes,regulations,policies, guidelines and
requirements. In instances where conflicting requirements apply to a Grantee,the more restrictive requirement applies.
The Grant Agreement includes the Statement of Grant Award; the OOG Grantee Conditions and Responsibilities;the Grant
Application in eGrants; and the other identified documents in the Grant Application and Grant Award, including but not
limited to: 2 CFR Part 200,Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal
Awards; Chapter 783 of the Texas Government Code, Title 34,Part 1, Chapter 20, Subchapter E,Division 4 of the Texas
Administrative Code, and the Uniform Grant Management Standards (UGMS)developed by the Comptroller of Public
Accounts;the state Funding Announcement or Solicitation under which the grant application was made, and for federal
funding,the Funding Announcement or Solicitation under which the OOG was awarded funds; and any applicable documents
referenced in the documents listed above.For grants awarded from the U.S. Department of Justice,the current applicable
version of the Department of Justice Grants Financial Guide and any applicable provisions in Title 28 of the CFR apply. For
grants awarded from the Federal Emergency Management Agency(FEMA), all Information Bulletins and Policies published
by the FEMA Grants Program Directorate apply. The OOG reserves the right to add additional responsibilities and
requirements,with or without advance notice to the Grantee.

2. Authorize the execution of a grant agreement with the Office of the Governor, Public Safety Office, Criminal Justice Division�
3. Adopt the attached Resolution for acceptance of grant funds in an amount of$33,000.00 and to make assurances as required by the
Criminal Justice Grant Program;and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund,subject to
receipt of the grant,in an amount of$33,000.00,for the purpose of funding costs associated with the replacement of aging laboratory
equipment.
The application deadline for the Office of the Governor, Public Safety Office,Criminal Justice Division, Criminal Justice Grant Program(JAG)is
February 1O.2Q22. City Council's projected agenda date for this M&C will surpass the application's deadline.
The Fort Worth Police Department Crime Laboratory (FWPD-CL)has applied for program funding in the amount of$33,000.00 for costs
associated with the replacement of aging laboratory equipment, including hydrogen generators or similar. If awarded,the FWPD-CL will
purchase two hydrogen generators to test evidence for the presence of substances which are controlled by federal and State law, as well as test
driving under influence/driving while intoxicated(DUI/DWI)samples to determine the blood alcohol concentration during the Fiscal Year 2023 Grant
Cycle.
The FWPD-CL Chemistry Unit provides evidence testing services at the request of the Fort Worth Police Department and the Tarrant County
Criminal District Attomey'aOffice. Aging equipment and equipment failure could negatively impact case turnaround time and backlog,causing
the results of said tests to be delayed to our law enforcement and criminal justice stakeholders which are needed for the successful prosecution of
narcotic cases. Funding for this project will improve the criminal justice system by contributing to the FWPD-CL Chemistry Unit's ability to do
casework in a timely manner through the usage of properly functioning equipment.
Matching funds are not required under the grant.The funding type is reimbursable.
Indirect costs are an allowable budget category in the grant.The budget will include indirect costs if applicable.
The grant will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:Texas

FISCAL INFORMATION I CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds
will be available in the current operating budgmt,as appmphated, in the Grants Operating State Fund. The Po/ice Department(and Financial
Management Services)will be responsible for the collection and deposit of funds due to the City. Prior toan expenditure being incurred,the Police
Department has the responsibility to validate the availability of funds. This iau reimbursement grant.

AUTHORIZE APPLICATION FOR AND AUTHORIZE ACCEPTANCE OF THE
GRANT PROJECT FOR THE CRIMINAL JUSTICE GRANT PROGRAM FROM
THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, PUBLIC SAFETY
OFFICE AND MAKING ASSURANCES REQUIRED BY THE PUBLIC SAFETY
OFFICE OF THE GOVERNOR'S OFFICE
WHEREAS, the Public Safety Office (PSO), of the Office of the Governor (OOG), funds
grant projects throughout the state; and
WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of
the citizens of Fort Worth to utilize grant funds from the PSO for the Fort Worth Police Department
Crime Laboratory Chemistry Unit for costs associated with the replacement of aging laboratory
equipment, including hydrogen generators or similar. The Chemistry Using will use the hydrogen
generators to tests evidence for the presence of substances which are controlled by federal and State
law, as well as test driving under influence/ driving while intoxicated (DUI/DWI) samples to
determine the blood alcohol concentration during the Fiscal Year 2023 Grant Cycle; and
WHEREAS, the release of the grant funds is contingent upon the completion of specified
requirements set by the PSO, including the passage of a Resolution by the City Council containing
certain assurances.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS, THAT:
1. The City Council approves the submission of the grant application to the Office of the
Governor;
2. The City Council designates the City Manager,through the Assistant City Manager for Police,
to apply for, accept, reject,alter or terminate this grant on behalf of the City;and
3. In the event of loss or misuse of the PSO grant funds,the City assures that the funds will be
returned to the PSO in full.

AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING STATE FUND,SUBJECT TO
RECEIPT OF THE GRANT, IN THE AMOUNT OF $33,000.00, FOR THE
PURPOSE OF FUNDING COSTS ASSOCIATED WITH THE REPLACEMENT OF
AGING LABORATORY EQUIPMENT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2021-2022 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating State Fund, subject to the receipt of the grant, in the amount of$33,000.00, for the purpose of
funding costs associated with the replacement of aging laboratory equipment.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25073-09-2021 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.
