HomeMy WebLinkAboutResolution 4219-07-2013 A Resolution NO. 4219-07-2013 A RESOLUTION AU f'HORIZING THE EXECUTION OF A LOCAL PROJECT ADVANCE FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR IMPROVEMENTS TO LANDSCAPING PAVERS, SIGNALS, AND ADDITIONAL ANTI-GRAFFITI COATINGS FOR THE ARBORLAWN DRIVE AND OVERTON RIDGE BOULEVARD INTERCHANGES AS PART OF THE CHISHOLM TRAIL PARKWAY WHEREAS, A Master Funding Agreement between the City of Fort Worth and the Texas Department of Transportation ("State" or "TxDOT") has been adopted and states the general terms and conditions for transportation projects developed through a Local Project Advanced Funding Agreement ("LPAFA"); and WHEREAS, the Texas Transportation Commission passed Minute Order 11. 1808 and 112048 dated October 27, 2065 that provides for the development of, and funding for, the roadway project described herein, and WHEREAS, TxDOT advanced an interchange improvement project in the IH-20/SR 183 interchange with the Chisholm 'Frail Parkway; and WHEREAS, the City and the North Texas Tollway Authority made minor changes to the overall project including identification of anti-graffiti coatings, modifications to the landscaping paver designs, and signal modifications; WHEREAS, the City desires that all elements of the constructed project be consistent in design and construction; and WHEREAS, the State and City of Fort Worth desire to execute a funding agreement allowing City participation in the amount of $177,959.00 for City initiated changes to the Chisholm Trail Parkway Segment 3A project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: The City Manager or his designee is authorized to execute a Local Transportation Project Advance Funding Agreement with the Texas Department of Transportation with City Participation in an amount of $,177,959.00 for improvements to the landscaping pavers, signals and additional anti-graffiti coatings for the Arborlawn Drive and Overton Ridge Boulevard Interchanges as part of the Chisholm Trail Parkway. 1 le�,pH414 x�A,)C.C)00000 Adopted this 16'h day of JiLly,,2013. Adopt the attached Resolution, approving a Local Project Advance Funding Agreement with Texas Department of Transportation in the amount of$186,050.00; and 2. Authorizing a payment in the amount of$177,959.00 to Texas Department of Transportation for construction and direct State cost's to modify landscape pavers and pedestrian signals, and add anti- graffiti coating at retaining walls at Overton Ridge Boulevard and Arborlawn Drive. DISCUSSION: Texas Transportation Commission Minute Order Numbers 111808 and 112048 authorizing the State to construct the new interchange with IH2O/SH 183 for SH 121 toll road from South of Arborlawn Drive to South of Overton Ridge Boulevard did not include modifying the landscape pavers and pedestrian signals and add anti-graffiti coating at retaining walls at Overton Ridge Boulevard and Arborlawn Drive. The Local Project Advance Funding Agreement (LPAFA) provides for the inclusion of these elements and the financial responsibilities of both the City and Texas Department of Transportation (TxDOT) as listed in Table A. Funding is part of the 2004 Bond Program. This project is located in COUNCIL DISTRICT 6, Mapsco 102C and 102D.
