AMENDMENT NO. 02 TO AGREEMENT
STANDARD AGREEMENT FOR PROFESSIONAL SERVICES
Fort Worth Convention Center Expansion Master Planning and Programming

WHEREAS, The City of Fort Worth and Thompson, Ventulett, Stainback & Associates,
Inc. (Consultant) made and entered into City Secretary Contract No. 57930 (The
Contract) which was authorized by the City Council by M&C C-22-0695, the 13th day of
September 2022, for Fort Worth Convention Center Expansion Master Planning and
Programming Stage One; and
WHEREAS, further amendment is necessary to reimburse the Consultant as part of the
design services agreement for additional design services for Parking and Traffic
Study for Convention Center, Future Hotel, and Texas A&M projects.
NOW THEREFORE, City and Consultant, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the
Contract:

Article I — Scope of Services, Paragraph (3) shall be added to read as follows:
(3) Provide additional design services for the design and detailing of Parking and
Traffic Study for Convention Center, Future Hotel, and Texas A&M projects. The
cost of this additional service is $99,999 plus reimbursable expenses. The scope
of services is described more fully in ASA01 Exhibit 1, Dated October 17,
subject: "Parking Study Area Boundary" and ASA 01 Exhibit 2, dated October
17, 2022, subject: "Parking and Traffic Study Scope of Services".

Article II — Compensation, first paragraph, is amended as follows:
"Consultant shall be compensated in accordance with the Fee Schedule shown
in Attachment "A". Payment shall be considered full compensation for all labor,
materials, supplies, and equipment necessary to complete the services described
in Attachment "A". However the total fee paid by the City shall not exceed a total
of $99,999 unless the City and the Consultant mutually agree upon a
fee amount for additional services and amend this Agreement accordingly."

ASA 01 Exhibit 2: Parking and Traffic Study Scope of Services
Parking Study Scope of Services
Programming
1. Coordinate with stakeholders to quantify the number of spaces required for each use
throughout the year.
2. Identify shared parking opportunities to reduce the number of spaces built to meet and exceed
individual goals.
3. Develop and recommend stand-alone parking requirements based on site specific reduction
factors for mode-split, captive market,seasonality, hourly accumulation, and vehicular ridership.
4. Coordinate projections with Traffic Impact Analysis criteria (performed by Dunaway)for
roadway and traffic signal planning.
5. Deliverables will include a technical memoranda summarizing objectives based on the Urban
Land Institute's(ULI) 2020 Shared Parking Methodology.
Master Planning
1. Coordinate with stakeholders to explore options for satisfying future parking requirements.
2. Investigate utilization patterns of the existing parking facility to quantify potential surplus
capacity.This fee does not anticipate site visits to quantify existing utilization for a specific
study area yet to be determined.
3. Identify sites,assemblage strategies and phasing options for existing and future parking
facilities to meet incremental demand during and after construction.
4. If desired, Identify opportunities and parking requirements for pedestrian oriented uses,such
as grade level retail, restaurant and health club tenants.
5. Test fit options to quantify the capacity for:
a. Existing;
i. surface lots to remain
ii. structure atl3th &Commence
b. Demolition;
i. surface lots displace by the future hotel
ii. roadways to be abandoned, if any
c. Future;
i. expansion of the 13 St.garage, if any
ii. potential garage sites
6. Provide concept drawings illustrating best practices for:
a. garage footprints to quantify;
i. accessory uses, if any
ii. the number of levels
b. internal circulation and ramps
c. portal locations for coordination with roadway improvements
d. conceptual pricing for order of magnitude comparison
7. Deliverables will include a weighted site evaluation matrix to help rank preferred development
strategies based on stakeholder criteria such as pricing, proximity,vehicular and pedestrian
circulation,visual impacts,etc.
Traffic Study Scope and Deliverables
Traffic Study—Dunaway will prepare a Traffic Impact Analysis study report for the
vicinity surrounding and to the east of the proposed convention center
improvements.The scope of this analysis includes the following:
1.Traffic Data Collections—Dunaway will perform the following services for the
data collection:
a. Collect AM and PM peak period turning movement counts(with
pedestrians) at the following intersections:
Commerce Street at 9th Street
Commerce Street at HAWK Signal (North)
Commerce Street at HAWK Signal (South)
Commerce Street at 14th Street
Commerce Street at 15th Street(North)
Commerce Street at 15th Street(South)
Commerce Street at Lancaster Avenue
Calhoun Street at 9th Street
Calhoun Street at 12th Street
Calhoun Street at 13th Street
Calhoun Street at 14th Street
Calhoun Street at 15th Street
Calhoun Street at 16th Street

b. Collect 24-hour bidirectional traffic counts(with classification and
speed) on the following roadway:
Commerce Street, North of 14th Street

Houston Street, between 11th and 12th Streets
Throckmorton Street, between 11th and 12th Streets
Additional intersections and/or time periods may be added at the discretion
of the City of Fort Worth. If required,the additional traffic data collection
(and subsequent analysis time)will be added to the project via a Contract
Amendment before proceeding.
2. Review proposed improvements to gather an understanding of the proposed
roadway realignment and if there are other proposed developments(Texas
A&M Law School expansion)within the study area to account for in the
operational analysis.
3. Prepare Traffic Study—Dunaway will perform the following services for the
traffic study:
a. Conduct site visits during the AM and PM peak periods to observe
existing traffic conditions and confirm intersection configurations.
b. Review traffic data previously collected and confirm the AM and PM
peak hours for use in the operational analysis.
c. Review pedestrian data previously for use in the operational analysis.
d. Develop traffic models using Synchro to establish the baseline
conditions(2022)for the AM and PM peak hours.
e. Develop traffic models using Synchro for the following conditions:
i.With realignment of Commerce Street between 9th Street and
Lancaster Avenue. (2024)
ii.With the inclusion of the Texas A&M Law School expansion,which
includes closure of Calhoun Street from 13th Street to 16th Street
and various cross streets. (2025)
f. Dunaway will review and provide suggestions to minimize impacts on
the adjacent roadways, after the realignment of Commerce Street and
the Texas A&M Law School expansion.
g. Prepare pedestrian and vehicle volume exhibits before and after the
proposed improvements.
h. Prepare technical memorandum with supporting documentation and
exhibits for submittal to the City of Fort Worth.
Assumptions:
Traffic counts will be collected for the Intersections presented above
Includes two rounds of assumption adjustments with the understanding
that various segments of roads in the study area will be analyzed for
closure.

• One(1) electronic copy(PDF) of the Report with exhibits and supporting
traffic data
