HomeMy WebLinkAboutOrdinance 17169-09-2006Ordinance No. 17'169-09-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN TWE SPECIAL TRUST FUND IN TWE AMOUNT OF $35,250 AS DONATIONS ARE RECEIVED, FOR THE PURPOSE OF FUNDING TWE PROCUREMENT OF A POLARIZED LIGHT MICROSCOPE, INTOXILIZER UNIT, AND A SKY WATCH UNIT FOR TWE POLICE DEPARTMENT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF TWE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various Gity departments far Fiscal Year 2005- 2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $35,250 as donations are received, for the purpose of funding the procurement of a polarized light microscope, intoxilizer unit, and a Sky Watch unit for the Police Department. sECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in fuli farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. AP. Authorize the City Manager to accept a monetary donation of $35,250 to fund the procurement of a polarized light microscope, intaxifizer unit, and a Sky Watch unit; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Trust fund by $35,250 from available funds. DISCUSSION: A charitable foundation in the community (that has chosen to remain anonymous) has generously donated $35,250 to the Fort Worth Police Department to fund equipment needs. The donated funds will be used to purchase a polarized fight microscope, intaxifizer unit and a Sky Watch unit. The polarized light microscope with camera and color monitor will assist in the identification of trace evidence collected by the Evidence Screening Unit, as well as other sections of the lab. Polarized light microscopy is a powerful technique used by virtually every crime fob in the country for identification of numerous types of trace evidence. This technology would enable the department to conduct certain identification screening test presently unavailable in-house, thereby eliminating the need to outsource this testing. The intaxilizer unit will be used in the jail to run breath test on DWI suspects. The department only has one unit but the second unit will increase workflow especially during periods of high volume testing. This would improve delivery of service to the officers of the DWI Unit and Patrol by doubling testing capacity. The Sky Watch will be used for NPD 1 and will be a tremendous asset in maintaining a police presence in a public venue. The Special Event activity in the Central Business District continues to grow each year, and a Sky Watch unit will be a great tool to monitor crowds, combat crime and maintain police visibility in crowded areas. FISCAL INFORMATIONlCI~R.TIFICATION: The Finance Director certifies that upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Special Trust Fund. The Police Department will be responsible for the collection of these funds.
