AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL DONATIONS LTD FUND, IN THE
AMOUNT OF $182,801.69, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF
FUNDING THE POLICE DONATIONS PROJECT (CITY PROJECT NO. S00176);
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Special
Donations LTD Fund in the amount of$182,801.69, fiom available funds, for the purpose of funding the
Police Donations project (City Project No.S00176).
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Special Donations LTD Fund in the amount of
$182,801.69,from available funds,for the purpose of funding Police Department services(City Project No.S00176);and
2. Amend the Fiscal Year 2023 Adopted Budget.
DISCUSSION:
The purpose of this Mayor and Council Communication(M&C)is to authorize the appropriation and use of revenue the Police
Department received from private donations.
The Police Department has a donation balance of$122,801.69 as of 09/30/2022 from various donors to provide specified support to Police
Services. In addition,a designated donation of$60,000.00 was received in October of the current fiscal year with the purpose of funding First
Responder Mental Health.
The funds in the Police Donation project are restricted for Police Department use only and will be used as designated by the donors as detailed in
this table:

Police Donation Project(Project No. S00176)
This project serves as the current project for Police donations and must be appropriated annually.The main restricted donations in this project are
for(1)Supporting the Motorcycle Unit with protective uniforms and provide rifle resistant vests to officers; (2)American Warrior Association mental
health retreats for all first responders and mental health training materials for incoming classes; (3)the Fort Worth Police Officers Award
Foundation for specified Police Department training and certification programs;(4)North Division(i.e. Programs, Equipment, and Uniforms)
including support of North Division Bike Patrol Unit,the Police Code Blue Program, Neighborhood Police Officers for Bike Program, Child Safety
Programs,and equipment/uniforms for North Division Officers. Unrestricted donations are specified as General Support and are applied towards
unbudgeted needs prioritized by the Chief through the Needs Assessment system.
The action in this M&C will amend the Fiscal Year 2023 Adopted Budget as approved in connection with Ordinance 25773-09-2022, Section 2.

This project is located ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Police Donations project within the Special Donations LTD Fund and upon
approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available for use in the Special
Donations LTD Fund for the Police Donations project. Prior to an expenditure being incurred,the Police Department has the responsibility of
verifying the availability of funds.
