The zoning regulations and districts, as herein established, have been [,a'i.ade in accord- ance with the comprehensive plan for the purpose of promoting health, safety, U10rals and the general welfare of the coimaiinity. They have been designed to lessen congestion in the streets; to secure safety from fire, panic, flood and other dangers; to provide adequate light and air; to prevent overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provisions of transportation, water, sewer- age, par �s and other public requirements. They have been made af te-r a full anJ. com- plete public hearing with reasonable consideration aynong other things, of the charac-- ter of the district and its - peculiar suitability for the particular uses and with a view of conserving the value of buildings and encouraging the most appropriate u.ise of land throughout the coiimuriity. SECTION 3. This ordinance shall be cumulative of all other ordinances of the City of Fort Worth affecting zoning and shall not repeal any of the provisions of said ordinances except in those instances where provisions of those ordinances are in direct conflict with the provisions of this ordinance. SECTION 4. Should. any section, clause or provision of this ordinance be (leclared by the court to be invalid, the same shall not affect the validity of the ordinance as a whole or ai°'Ly part thereof, other than the part so declared to be invalid. SECTION 5. Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this ordinance shall. be fined not less than Five and No/100 Dollars ($5.00) 'no-r more than Two Hundred and No/100 Dollars ($200.00) for each offense. Each day that a violation is pernLitted to exist shall constitute a separate offense. SECTION 6.
