INTEROFFICE MEMO
Date: December 14, 2022
To: Dana Burglidoff, Assistant City Manager
From: Chris Harder, P.E., Water Direct
Subject: TARRANT COUNTY WATER SUPPLY CORPORATION (TCWSC) SANITARY SEWER
MAIN EMERGENCY RESPONSE
On November 28°i 2022, Water Field Operations responded to a sanitary sewer overflow (SSO) near 6200 W.
Broadway Ave., Haltom City, on the TCWSC sanitary sewer main. Follow up investigation revealed that the overflow
event is due to collapse of a segment of the main in this vicinity. Bypass pumping of the affected main resolved the
SSO and remains on -going as repairs are being initiated. Per the terms of an agreement between the Cities of Richland
Hills, North Richland Hills, Foil Worth and Haltom City (City Secretary Contract No. 40078), Fort Worth is
responsible for the repair and maintenance of the TCWSC line on behalf of the partner cities, including in emergency
situations.
To perform these emergency repairs, William J. Schultz, Inc. d/b/a Circle "C" Construction was engaged to repair the
main.
Waiting to bid and award a constriction contract to perform this work is not in the best interest of the health and safety
of the citizens of the City of Fort Worth or of the partners to the contract. Section 252.022 of the Local Government
Code exempts from normal bidding requirements expenditures that are necessary to preserve or protect public health
or safety of the municipality's residents and procurements necessary because of unforeseen damage to public
machinery, equipment, or property.
This memo is submitted to request authorization for emergency procurement of construction services to perform the
necessary repairs. It is estimated that the engineering and construction costs associated with this emergency repair will
cost approximately $450,000.00.
A confirming M&C will be circulated to ratify the above activity after the work has been performed.
