HomeMy WebLinkAboutOrdinance 17177-09-2006Ordinance Na. 17177-D9-20D6 AN ORDINANCE 1NCREASiNG ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AVIATION IMPROVEMENTS CAPITAL PROJECTS FUND IN THE AMOUNT OF $50,OOD FROM GAS WELL LEAST= REVENUES FOR THE PURPOSE OF FUNDING A TRANSFER TO THE AIRPORT GRANTS FUND FOR THE CITY'S MATCH OF A GRANT WITH THE TEXAS DI=PARTMENT OF TRANSPORTATION FOR AIRPORT UPGRADES AT MEACHAM AIRPORT; MAKING THIS ORDINANCE CUMULATkVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 20D5- 2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Aviation Improvements Capital Projects Fund in the amount of $50,OOD from gas weld lease revenues for the purpose of funding a transfer to the Airport Grants fund for the City`s cash match of a grant with the Texas Department of Transportation for airport upgrades at Meacham Airport. SECTION 2. That shauid any portion, section or part of a section ofi this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shah in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance Na. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Accept a $100,000.00 Routine Airport Maintenance Project (RAMP} Grant far Fort Worth Meacham International Airport from the Texas Department of Transportation (TxDOT} Aviation Department; 2. Authorize the use of existing revenue derived from natural gas well leases on city-owned airport properties for funding of the City's match in the amount of $50,000.00; 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $50,000.00 in the Aviation Improvements Capital Projects Fund; 4. Authorize the transfer of $50,000.00 from the Airport Improvements Capital Projects Fund to the Airports grant fund; and 5. Adapt the attached appropriation ordinance increasing estimated receipts and appropriations by $100,000.00 in the Airport Grants Fund, contingent upon the receipt of the grant from TxDOT. DISCUSSION: The City of Fort Worth has received a grant offer from the Texas Department of Transportation (TxDOT} to provide needed routine maintenance items at Fnrt Worth Meacham International Airport with a total eligibility amount of $100,000.00. The City's share of the grant match funds will be fifty percent (50%) of the eligible project costs, or $50,000.00 whichever is less. Funding for the City's match will be underwritten by revenues derived from nature! gas well leases located on airport property.The proposed project at Fort Worth Meacham International Airport will consist of airport maintenance and other incidental items as approved by the State. Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2. FISCAL IN1=0RMATI(3NlCERTIFICATION: The Finance Director certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Airport Grants Fund.
