HomeMy WebLinkAboutContract 41722-A5 CSC No. 41722-A5 AMENDMENT No.5 TO CITY SECRETARY CONTRACT No. 41722 WHEREAS, the City of Fort Worth (CITY) and RJN Group, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 41722, (the CONTRACT) which was authorized by M&C C-24754 on the 13t day of March, 2011 in the amount of $ 259,550. 00; and WHEREAS, the CONTRACT was subsequently revised by Amendment No.1 in the amount of $43,788.75 administratively authorized on June 5, 2012, Amendment No.2 in the amount of $27,263.00 administratively authorized on November 26, 2013, Amendment No.3 in the amount of $22,490.00 administratively authorized on October 9, 2015 and Amendment No.4 in the amount of $45,750.00 authorized by M&C 19-0161 on September 17, 2019; and WHEREAS, the CONTRACT involves engineering services for the following project: Sanitary Sewer Rehabilitation, Contract L}HIV (84) ; and WHEREAS, it has become necessary to execute Amendment No.5 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $67, 657. 00 (Sewer) . 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $466,498. 75. 3. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. The corresponding Level of Effort (LOE) Contract Amendment No. 5 summary spreadsheet is attached for your review and approval. The authorized extensive changes in construction methods for the bulk of the project and supplemental rehabilitation footage added require significant efforts to document the project for record drawings and overall project close out obligations with the City and TRWD. Please note that the 13,506 LF of sewer mains and lines were originally designed as extensive open cut removal and replacement of that sanitary sewer pipeline footage was changed to roughly 80 to 90% of that footage being constructed by pipe enlargement/pipe bursting. These construction method changes requires extensive notation revisions on the roughly 45 page set of plans due to the differences in information emphasis required to now stress original pipe and de- emphasize the proposed open cut segments in which most of the sewer line grades were deepened. Additionally, that original scope of work was also expanded during the construction phase to include approximately 2,800 LF of rehabilitated pipelines extending several existing sewer line locations and by adding several new pipeline extensions of connected pipelines that were constructed on this project. More specifically, the authorized new work, included sewer line rehabilitation and replacement improvements in Elinor St., Britain St., and Honeysuckle Ave., which was also added to the project scope for pavement reconstruction during the construction phase as well. Unfortunately,no base files exist for that added supplemental pipeline rehabilitation footage which is needed for RJN to document all the supplemental pipeline rehabilitation footage performed and produce a proper record drawing for this TRWD State Revolving Fund funded project that was completed and needs to be formally closed out. This final project amendment is necessary to perform all the necessary wastewater system field verifications and documentation services needed to capture final locations and elevations of the 65 manholes and approximately 16,300 LF of sanitary sewer pipelines ultimately addressed by this project, including any associated staff support for internal and TRWD project close out documentation which will effectively close-out all engineering and construction services phase activities associated with this project.
