SUBJECT: 101588 UNIVERSITY DRIVE CONSTRUCTION PHASING TO
rrn MINIMIZE TRAFFIC IMPACT
The purpose of this informal report is to describe efforts of the contractor, Texas Bit, to minimize
construction traffic impacts during major events along the University Drive corridor during the
project.
The limits of the University Drive project are from West Rosedale Street to Riverfront Drive. There
are currently three northbound lanes and three southbound lanes with a two-way left turn lane. This
project will replace the two-way left turn lane with a raised, landscaped, concrete median and
protected left turn bays. Major work items for this project include sanitary sewer, medians, traffic
signals, street lights, stamped concrete crosswalks, sidewalks, ADA ramps, bus stops, milling and
asphalt overlay, signing striping and landscaping. Construction is anticipated to last one year.
The contract was awarded on August 23, 2022 (CSC No. 58122) for $3,406,056.86 with an original
construction start date of November 28, 2022. At TPW's request the contractor has agreed to delay
the start of construction until February 6, 2023 to avoid impacts to Stock Show Rodeo traffic.
The contractor has agreed to phase construction activities such that all 6 lanes of traffic will remain
open during the events in the table below.

During normal construction operations, it is anticipated that 1 lane in each direction will be closed.
This controlled footprint will allow completion of the work and reopening the lanes before the next
event. The following two scenarios will require an exception to this rule.
The sanitary sewer work requires closing all three northbound lanes due to the sewer line's location
under the pavement. The center lane and one southbound lane will be utilized to maintain two travel
lanes in each direction during sewer reconstruction. This work will take approximately three weeks
to complete, and is scheduled to finish prior to Spring Break 2023.
Milling and overlay of the pavement will be performed at night (9:OOPM-5:30AM) to minimize
daytime traffic disruptions and to allow for a 2 lane closure in one direction which provides a better

quality surface. Two lanes will be closed for safety when paving the middle lane. Paving will take
approximately five days, and will be scheduled between events.
Stamped concrete crosswalks will be installed one lane at a time (or one half driveway at a time)
using high early strength concrete. Businesses and property owners will be notified in advance when
to expect limited driveway access. Where feasible, conduit will be installed by boring, rather than
open cut, to minimize traffic disruptions.
