The most intense development allowed in the City of Fort Worth is in the Central Business District and is
implemented through Central Business District zoning classification ("H"). The area eligible for ("H") zoning
is limited to the areas defined as the Central Business District — Downtown in the Zoning Ordinance
(Attachment A).
Staff is proposing the creation of a new zoning classification ("HP") to promote urban infill best practices,
accommodate compatible development, added flexibility compared to a Planned Development ("PD"), and
streamline development processes to accommodate increased development demand.
In the last ten (10) years, urban infill demand has extended beyond the Central Business District boundary.
In response, market demand has been accommodated outside of the Central Business District boundary
through the use of Planned Development ("PD") zoning with ("H") as the base classification. This approach
is time-consuming both for staff and developers. This practice is not completely aligned with City of Fort
Worth's goals related to streamlining urban infill development. In response, staff worked with stakeholders
to create the proposed Central Business District Peripheral ("HP") zoning classification. Stakeholders
included Downtown Fort Worth Inc, Fort Worth Housing Solutions, the Butler Advisory Committee, and the
Development Advisory Committee. Two public meetings were held in August 2022, as well.
The new("HP")zoning classification is limited to the geographic area defined in Attachment B, ("HP")district.
Within it, urban infill development outside of the Central Business District core ("H") would be supported,
and will help meet the goals established in the City's Comprehensive Plan, Downtown Strategic Action Plan:
Plan 2023, and the Economic Development Strategic Plan. Similar to Central Business District zoning ("H"),
the new classification will not have a density cap, no minimum parking, and will have the same mix of uses
allowed in ("H"). However, a few differences in the new district is the inclusion of compatible industrial uses
(such as a brewery or distillery) will be allowed, a maximum height restriction of 10 stories, and single-family
residences will be allowed. The Greenway Neighborhood is excluded from the new district boundary.
The boundaries where the Downtown Design Standards and Guidelines are applicable are not changing for
the proposed inclusion of this new zoning classification, nor the boundaries of the ("H") district either.
At this point, staff is not recommending rezoning any properties that fall within the eligible area for the new
district; only establishing the new district. Any properties that fall within the eligible area may choose, in the
future, to rezone their properties to the new Central Business District Peripheral zoning classification ("HP").
The anticipated public hearing schedule for the proposed amendments would be:
• IR to Council January 24, 2022
• Downtown Design Review Board February 2, 2023
• Zoning Commission February 15, 2023
• City Council March 14, 2023
