With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session of the Fort Worth City Council to order 1 :49 p .m. on Tuesday,
December 6, 2022 , in the City Counc il Conference Room 2020 of the Fort Worth City
Hall, 200 Texas Street, Fort Worth , Texas.
1. Report of the City Manager -David Cooke, City Manager
a. Upcoming and Recent Events
City Manager Cooke announced the last meeting of the year will be December 13 ,
2022. The first Council meeting in the New Year will be January 10 , 2023 , at 6 p .m.
b. Organizational Updates and Employee Recognition(s)
City Manager Cooke called on Assistant City Manager Fernando Costa to announce
that Christina Brooks won three awards: The Golden Shovel Award, the
BuyThoseThatBuyUs Award and the Corporation/Public Sector Entity of the Year
Award.

City Manager Cooke called on Christina Brooks to recognize the following City
employees who completed the ID E A (Inclusion, Diversity , Equity, and Access)
Certification Training. The employees were:

• Neaita Franklin, Information Technology Solutions
• Andrew Goodman, Human Resources Department
• Tonja Truevillian , Fire Department

City Manager Cooke called on Valerie Washington to introduce Dr. Jeffrey L. Jarvis
as the new EMS System Medical Director and Chief of Medical Officer for Medstar
Mobile Healthcare .

Council Member Beck requested an update on clearing curfew violations involving
minors who do not have access to a parent or guardian and information on options
for resolving non-appearances.

Council Member Beck recommended the Department consider making additional
Mental Health Training mandatory.
22-182 Police and Fire Department Internal and External Board s -Robert Alldredge
Council Member Beck recommended the Department consider adding a committee
dedicated to increasing diversity to better understand the barriers to entry into the
profession.
22-183 Priority of Responses to 9-1 -1 Calls about Threats of Violence at Childcare
Facilities and Elementary Schools -Robert Alldredge
Mayor Pro Tern Bivens and Council Member Williams requested information on
the use of CCPD funds for panic buttons for childcare facilities.
22-184 Reasonable Distances from which Residents May Observe Police Activity at
Crime Scenes and Traffic Stops -Robert Alldredge

Council Member Crain requested a report on the issuing citations and removal of
signs in the Right of Way.

Mayor Parker recommended developing a policy on how the City will handle
responding to comments posted on Facebook for streaming Council Meetings .
2. Questions Regarding Significant Zoning Cases for December 13, 2022,

There were no questions regarding the Zoning Cases for December 13 , 2022, Council
Meeting.
3. Questions Regarding City Council M&C Log for December 13, 2022, Council
Meeting
Council Member Crain stated that number 43 on the M&C Log should be District 3.
4. Update on Future City Hall -Tanyan Farley, Athenian Group
Presentation was made by Tanyan Farley , Athenian Group.
Mayor Pro tern Bivens requested an inventory list of remammg furniture available for
donation be sent to Council.
5. Briefing on Selection of Fiscal Year 2023 Target Area for Neighborhood
Improvement Program -Victor Turner, Neighborhood Services
Presentation was made by Victor Turner, Neighborhood Services.
6. Briefing on Regulation of Boarding Homes -Robert Alldredge and
Christopher Gorrie, Police; and Brandon Bennett, Code Compliance
Presentation was made by Assistant Chief Robert Alldredge, Christopher Gorrie , Police
Department and Brandon Bennett, Code Compliance.

Mayor Pro tern Bivens requested a list of known boarding homes by district be sent to
the Council.
7. Briefing on Short Term Rental -Dana Burghdoff, City Manager's Office
Presentation was made by Dana Burghdoff, Assistant City Manager
Council recommended staff bring back an ordinance amending the Code relating to the
registration of Short Term Rentals.
8. City Co uncil Requests for Future Agenda Items and/or Reports
Council Member Beck : an update to Informal Report 22 -178 on the clearing curfew
violations involving minors who do not have access to a parent or guardian and
information on options for resolving non-appearances.
Mayor Pro tern Bivens and Council Member Williams requested a report on the ability to
use CCPD funds to provide panic buttons to child -care facilities.

Council Member Crain requested a report on options for citations and removal of signs m
the Right of Way.
Council Member Beck requested an update on the status of 911 staffing , call volume and
response times .
Council Members Nettles and Beck requested an update on implementation of the Police
technology contract including which pieces of technology have been implemented, any
changes to policies or procedures resulting from the implementation and an update on the
implementation of license plate readers.
Mayor Pro tern Bivens and Council Member Beck requested an update on the Tax
Abatement Policy including a comprehensive list of current tax abatement and progress
towards agreement requirements such as construction dollars spent , number of jobs
added to the area, average salary of the positions, ability to include in the policy
geographical requirements relating to agreement requirements , and employment
performance numbers.

Council Member Beck requested a report on the City 's role and responsibilities for
providing oversight for the Tarrant Appraisal District.
Council Member Nettles requested a report of CPI 's smce January 2021 to present and
any exact findings resulting from CIPs.
Council Member Firestone requested a Report on the Residential Parking Permit Program
and options for implementing a "mail-in" system that allows residents to apply for a
permit and the procedure for appealing tickets for expired permits.
Council Member Flores and Mayor Pro Tern Bivens requested a report on the status of
the Community and Public Engagement Department including the number of meetings
attended and staff availability to cover the meetings .
Council Member Flores requested an update on a previous Informal Report from
October 18 , 2022, relating to decibel meter readers .
Mayor Pro tern Bivens requested a report on cnrne activity around the vanous dollar
stores.
Mayor Pro tern Bivens requested a report on the diversity of the top four positions m
each department.
Mayor Parker requested a briefing on the Policy Advisory Board and recommendations
from the Chief of Police relating to the Advisory Board.

There being no further business , Mayor Parker adjourned the meeting at 4:26 p.rn.
