AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND,SUBJECT
TO RECEIPT OF THE GRANT,IN THE AMOUNT UP TO$3,381,183.00,FOR THE
PURPOSE OF FUNDING THE STATE HOMELAND SECURITY PROGRAM
PROJECTS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund,subject to the receipt of the grant,in the amount up to$3,381,183.00,for the purpose
of funding the State Homeland Security Program projects.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or j udgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(ALL)Ratify Application for and Authorize Acceptance of the Fiscal Year 2022 Homeland Security Grants from the United States Department of
Homeland Security through the State of Texas, Office of the Governor, Up to the Amount of$3,381,183.00,Approve Execution of All Applicable
Grant Contracts,Adopt Resolution and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify application for and authorize acceptance of the Fiscal Year 2022 Homeland Security Grant Program award in the amount up to
$3,381,183.00 from the United States Department of Homeland Security through the State of Texas,Office of the Governor;
2. Authorize execution of all applicable grant contracts;
3. Adopt attached resolution for acceptance of grant funds in an amount up to$3,381,183.00 and to make assurances as required by the State
of Texas,Office of the Governor,Homeland Security Grants Division;and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject
to receipt of the grant, up to the amount of$3,381,183.00 for the purpose of funding the State Homeland Security Program projects specific
to the Urban Area Security Initiative.
DISCUSSION:
The United States Department of Homeland Security(DHS)through the State of Texas,Office of the Governor,awards grants to jurisdictions
across the state to enhance local capabilities to prevent, respond to and recover from acts of terrorism and natural disasters.The Homeland
Security Grant Program(HSGP)encourages jurisdictions to strengthen local and regional preparedness efforts and to seek benefits available
through cooperative action.
Funding awarded as part of the 2022 Urban Area Security Initiative(UASI)and State Homeland Security Program(SHSP)grants will be used by
Fort Worth public safety and disaster support organizations to maintain and improve the community's capacity to prepare for, prevent, respond to,
and recover from terrorism incidents and other natural disasters. Fort Worth has been offered the opportunity to participate in the HSGP each year
since 2005,receiving over$56,000,000.00 in grant funds to supplement local and regional preparedness efforts.The Fire Department's Grant
Management team coordinates with City departments in the development and implementation of grant funded projects in the areas of threat
assessment, risk reduction,capability sustainment, plan development,public education and training.The projects are as follows:
1. Urban Area Security Initiative Grant 2981408-Joint Emergency Operations Center(JEOC)Sustainment Project in the amount of
$220,600.00;
2. Urban Area Security Initiative Grant 2981808-Planning project in the amount of$605,900.20;
3. Urban Area Security Initiative Grant 2982008-Management and Administration project in the amount of$166,417.98;
4. Urban Area Security Initiative Grant 4570301 -Community Preparedness and Resiliency in the amount of$161,720.00;
5. Urban Area Security Initiative Grant 4128103-Enhancing Protection of Soft Targets project in the amount of$344,099.00;
6. Urban Area Security Initiative Grant 4128303-Enhance Intelligence and Information Sharing project in the amount of$177,826.00;
7. Urban Area Security Initiative Grant 4570401 -Emergency Communications project in the amount of$349,328.82;
8. Urban Area Security Initiative Grant 4128703-Special Response Teams project in the amount of$1,115,291.00;and
9. Urban Area Security Initiative Grant 4570501 -Domestic Violence Extremism: Fusion Center Special Events Room project in the amount of
$240,000.00.
Indirect costs are allowable under this program as described in 2 C.F.R.200.414 and have been requested at the current rate of 7.20%.The grant
has no local match requirement.
Department of Homeland Security, Urban Area Security Initiative(UASI)grant funds support the following nine employee positions:
UASI Planning Grant:
• Assistant Emergency Management Coordinator: 1.0 FTE for$120,000.00 in the Office of Emergency Management
• Emergency Management Officer I: 1.0 FTE at$79,262.74 in the Office of Emergency Management
• Emergency Management Officer I: 1.0 FTE at$79,262.74 in the Office of Emergency Management
• Emergency Management Officer Il: 1.0 FTE at$92,834.00 in the Office of Emergency Management
• Emergency Operations Center Technician: 1.0 FTE at$85,452.97 in the Office of Emergency Management
• Communications Officer/Radio Amateur Civil Emergency Service(RACES)Coordinator:0.25 FTE at$12,000.00 in the Office of
Emergency Management
UASI Management and Administration Grant:
• Grant Specialist: 1.0 FTE at$96,609.34 in the Grants Unit of the FWFD
• Grants Asset Specialist: 1.0 FTE at$62,668.00 in the Grants Unit of the FWFD
UASI Enhance Intelligence and Information Sharing
• Criminal Intelligence Analyst: 1.0 FTE at$130,648.82 in the Fort Worth Police Department Criminal Analysis/Fusion Center
Positions listed above are subject to grant funding availability. In the event of a grant award being decreased or eliminated, Fort Worth Fire
Department would review programs and services funded by the grants and determine a level of service and staffing that aligns with the available
funding.Alternatives to consider may include staff and program reductions or eliminations.
Sustainment of these positions may include transfer to general fund or identification of other sources of funding that can be secured.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:State
of Texas-Office of the Governor
FISCAL INFORMATION I CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds
will be available in the current operating budget,as appropriated,in the Grants Operating Federal Fund.The Fire Department(and Financial
Management Services)will be responsible for the collection and deposit of funds due to the City.Prior to any expenditure being incurred,the Fire
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
