ORDINANCE NO.
AN ORDINANCE MAKING CERTAIN FINDINGS; PROVIDING FOR THE EXTENSION
OF CERTAIN BOUNDARY LIMITS OF THE CITY OF FORT WORTH, TEXAS, AND
THE ANNEXATION OF CERTAIN TERRITORY CONSISTING OF 0.060 SQUARE
MILES OF LAND, WHICH SAID TERRITORY LIES ADJACENT T0 AND ADJOINS
THE PRESENT BOUNDARY LIMITS OF THE CITY OF FORT WORTH, TEXAS; AND
NAMING AN EFFECTIVE DATE'
WHEREAS, a public hearing before the City Council of the City of Fort
North, Texas, wherein all interested persons were provided with an opportunity
to be heard on the proposed annexation of the territory hereinafter described,
was held at the City Council Chamber in the City Hall of Fort Worth, Texas,
on the l s t d ay o f July, 1868, which d ate is not more than twenty (20) nor less
than ten (lO) days prior to the institution of annexation proceedings; and
WHEREAS, notice of such public hearing was published in a newspaper
having general circulation in the City of Fort Worth, Texas, and in the herein-
after described territory on the 19th day of June, 1908, which date is not more
than twenty (20) nor less than ten (10) days prior to the date of such public
hearing; and,
WHEREAS, the population of the City of Fort Worth, Texan, is in excess of
400,000 inhabitants; and
WHEREAS, the corporate area of the City of Fort Worth, Texas, was 197.630
square miles on January l , 1068, and
WHEREAS, the hereinafter described territory lies within the extraterri-
torial jurisdiction of the City of Fort Worth, Texas; and
WHEREAS, the hereinafter described territory lies adjacent to and adjoins
the City of Fort North, Texas; and
WHEREAS, the territory hereinafter described contains approximately 0.660
square miles; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION l.
The following described land and territory lying adjacent to and adjoining
the City of Fort North, Texas, is hereby added to and annexed to the City of
Fort Worth. Texas, and said territory hereinafter described shall hereafter be
included within the boundary limits of the City of Fort Worth, Texas, and the
present boundary limits of said City, at the various points contiguous to the
area hereinafter described, are altered and amended so as to include said
area within the corporate limits of the City of Fort Worth, Texas, to wit:
TRACT 1
BEING portions of the B. F. Wivksnn Survey Abstract Nu. 1673; J. Rowland Survey
Abstract No' 1355; H. T. Boydston Survey, Abstract No' 170 and A. B. Conner
Survey, Abstract No. 306, situated about 9 miles Westerly from the Courthouse
of Tarrant County, Texas, and being more particularly described as follows:
BEGINNING at a point for corner at the intersection of the common
City of Fort Worth city limit line and the City of White Settlement
city limit line with the proposed easterly right of way line of
proposed State Highway Nu' I-820; which point of beginning also stands
approximately 900 feet West and 400 feet North from the Southeast
corner of the B. F. Niokson Survey, Abstract No, 1073; said point of
beginning also being in the easterly line of a Texas Electric Service
Company Right of Nay.
THENCE in a northeasterly direction along and with the proposed Easterly
right of way line of proposed State Highway No' I-820; it being the
intent of this vase that the line herein described shall be the right
of way line as it may finally be established; provided said right of
way line is not more than 100 feet from the preliminary location
shown as of this date; a distance of approximately one and eight
tenths (1-8/18) miles to a point for intersection of said right of
way line with the common City of Fort Worth and City of White Settlement
city limit line.
THENCE West along the common City of Fort Worth and City of White
Settlement city limit line 2250 feet, more or less, to a point for
corner'
THENCE South along the common City of Fort Worth and City of White
Settlement city limit line 688 feet more or less, to an angle point
in the Easterly line of a Texas Electric Service Company east right
of way.
THENCE South along the common City of Fort Worth and City of White
Settlement city limit line and Texas Electric Service Company east
right of way line 5400 feet, more or leos, to a point for corner in
White Settlement Road.
THENCE South 9 Degrees East along and with the common City of Fort
Worth and City of White Settlement city limit line and the North-
easterly line of the Texas Electric Service Company right of way
3050 feet, more or less, to the place of beginning and containing
approximately 250 acres of land of which 87 acres are within the
right of way of proposed Highway No. Loop 820.
TRACT 2-
BEING a portion of the J. J. Reese Survey, Abstract No. 1308, situated about
7 miles westerly from the Courthouse of Tarrant County, Texas, and being more
particularly described as follows:

BEGINNING at a point for corner at the intersection of the common
city limit line of the City of Fort Worth and the City of White
Settlement with the westerly right of way line of Bomber Plant Road;
which point of intersection stands approximately 1520 feet East and
1980 feet South from the Northwest corner of the said J. J. Reese
Survey.
THENCE, along and with the common City of Fort Worth and City of
White Settlement city limit line; East 360 feet, more or less; and
North 300 feet more or less, to a point for corner at the inter-
section of the said common city limit line with the Northwesterly
right of way line of Bomber Plant Road.
THENCE Southwesterly along and with the Northwesterly right of way
line of Bomber Plant Road 470 feet, more or less to the place of
beginning and containing approximately one (l) acre of which approx-
imately one-half (1/2) acre is within the right of way of Bomber
Plant Road.
TRACT 3

BEING portions of the B. B. B. and C. RR Co, Survey, Abstract No' 218; W. C.
Johnson Survey, Abstract No. 889; J. Nugent Survey, Abstract No. 1173; J.
Wilcox Survey, Abstract No. 1946; F. Elliott Survey, Abstract No. 494 and
J. U. Fanner Survey, Abstract Nn. 1970; situated about 5 miles Westerly from
the Courthouse of Tarrant County, Texas, and being more particularly des-
cribed as follows:
BEGINNING at a point for corner in the North right of way line of
Interstate Highway Nn' 20; at its intersection with the common city
limit line of the City of Fort North and the City of White Settlement.
THENCE, East along the north right of way line of Interstate Highway
No. 28 a distance of 8560 feet to a point for beginning of a curve to
the left of said right of way line, which point stands approximately
1535 feet East and 1710 feet South from the Northwest corner of the
J. Nugent Survey.
THENCE, South 82 Degrees East 845 feet, more or less, to a point for
corner in highway right of way line which point stands approximately
2376 feet east and 1820 feet South from the northwest corner of the
J. Nugent Survey'
THENCE along and with the highway right of line, northwesterly and
northerly, 1250 feet more or less, to a point for corner in highway
right of way, which point for corner stands approximately 3040 feet
East and 075 feet South from the Northwest corner of said Nugent Survey.
THENCE Easterly 190 feet more or less` to a point for corner in the
common City of Fort Worth and City of White Settlement city limit line'
THENCE along and with the mid common city limit line; Southerly 2400
feet, more or leas^ to a point for corner in the northerly right of
way line of Calmont Avenue, and Westerly 2970 feet, more or less,
along and with said northerly right of way line of Calmont Avenue to u
point for corner, and Northerly 1330 feet, more or less, to a point for
corner, said point being the Northeast corner of the Hays Covington
Survey, Abstract Mo. 256; and
Westerly 7345 feet, more or less, along the north line of said Hays
Covington Survey to a point for corner; and
Northerly 340 feet, more or less, to the place of beginning and con-
taining approximately 172 acres of land, of which 116 acres are in
public rights of way.

SECTION 2.
The above described territory and the area annexed shall be a part of
the City of Fort North, Texas, and the property so added hereby shall bear
its pro rata part of the taxes levied by the City of Fort Worth, Texas, and
the inhabitants thereof shall be entitled to all of the rights and privileges
of all the citizens and shall be bound by the acts, ordinances, resolutions
and regulations of the City of Fort Worth, Texas.
SECTION 3'
That this ordinance shall and does hereby amend every prior ordinance in
conflict herewith, but as to all other ordinances or sections of ordinances
not in direct conflict herewith this ordinance shall be and is hereby made
cumulative.
SECTION 4.
If any section, subsection, clause, sentence, phrase, or word of this
ordinance is for any reason held void or unconstitutional , by a court of
competent jurisdiction, such invalidity shall not affect the validity of
the remaining sections, subsections, clauses, sentences, phrases, or words
except as the same are inseparable from and indispensable to the remaining
portions of the ordinance.
SECTION 5.
This ordinance shall be in full force and effect from and after the
date of its passage on first reading and publication and its passage on
second reading as provided for in Section 40 of Chapter XXVlII of the
Charter of the City of Fort Worth and it is so ordained.

A proposed realignment of city boundaries between the Cities of Fort Worth
and White Settlement has been approved by the Fort Worth City Plan Commission
and the White Settlement Planning and Zoning Commission. On May 14, 1968
the Uhite Settlement City Council tentatively approved the proposed boundary
adjustments.

The primary purposes of the proposed boundary adjustments are to
1) Bring the right-of-way of major freeways completely within one
city (Fort Worth) for policing and identification;
2) Establish common boundary lines which are more easily recognized
an the ground;
3) Provide city services to compact areas with regular boundaries;
4) Simplify the location and installation of capital improyements.
Description of Proposed Bounds 1,A,djumt nt2,
The proposed boundary adjustment would result in White Settlement being
wholly within the freeway and major street system on the south Q-20) ,
east (Highway 183, Grants Lane and Bomber Road) and west ( -820) . The
northern boundary of 'White Settlement would be the land owned by Fort Worth
(Lake Worth) and the federal enclave on which General Dynamics is located.
The new commvn boundary line between the two cities would be along the
north property line of the freeway on the south (Highway 1-20) ; and along
the east property line of the f'reew,ay on the west (proposed Highway 1-820) .

The Fort Worth staff and the White Settlement staff have been in contact
with several of the major property owners involved in the proposed boundary
adjustment and have received no opposition- The only property involved
in the adjustment having substantial improvements is a 56 acre tract east
of Cherry Lane, between 1-20 and Calmont Avenue (Tract 3) . This property
contains a major electrical sAbstation belonging to Texas Electric Service
Company and will be transferred to Fort Worth. TESCO has no objection to
the proposal.
The proposed 'boundary adjustment will leave an existing water pumping
station belonging to White Settlement in Art Worth's city Umits, Id,,--,-,--.-,-

Settlement. No problems to the operation of either pumping station are
foreseen as a result of the city limits adjustment.
Areas of Adjustments
The total areas involve are as follow
Mort Worth would discontinue, and White Settlement would annex 274 acres
of land, of which only a Small fraction of one (l) a,crya is in, public,
right-of-way; White Settlement would discontinue, and Fort Worth would
annex, 423 acres of land, of which 203.5 acres are in public rights-of-way.

Implementation of the proposal will require both discontinuance and
annexation of land by each city.

On June 10, 1968, the City Council approved a recotmended realignment of City
Boundaries between Fort Worth and 'White Settlement M-282) .
As the first step in annexation by Fort Worth of the area discontinued by White
Settlement, an June 11, 1968, it is necessary that a resolution be adopted
setting an advertised public hearing to be held not, less than ten nor more than
twenty, days prior to institutian of annexation, proceedings.
Recommendations
It is recomriiended. that:
1) The Council adopt a resolution on June 17, 1968, setting July 1 , 1,968,
at 9:30 A. M. as the date and t„1me for the proposed hearing, a,nd direct
the City Secretary to have the notice published one time in the official
newspaper on either the 17th, 18th, or 19th day of June, 1968.
2) That all inter steel persons be permitted to be heard at the public hea,ri,ng
on July 1, 1968, and that the hearing be closed.
3) That the administrative staff be instructed to prepare necessary descrip-
tion and annexation ardinances for City Council action after the hearing
and other necessary legal steps have been taken.
