HomeMy WebLinkAboutOrdinance 20799-07-2013 Ordinance No. 20799-07-2013 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE CULTURE AND TOURISM FUND IN THE AMOUNT OF $322,254.00, DECREASING THE ASSIGNED FUND BALANCE BY THE SAME AMOUNT, FOR THE PURPOSE OF AUTHORIZING THE EXECUTION OF AN ARCHITECTURAL PROFESSIONAL SERVICES AGREEMENT WITH HAHNFELD HOFFER STANFORD, LLC TO DELIVER CONSTRUCTION DRAWINGS FOR A MULTI-PURPOSE PAVILION AT THE WILL ROGERS MEMORIAL, CENTER; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAIN-ED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Culture and Tourism Fund in the amount of$322,254.00,decreasing the assigned fund balance by the same amount, for the purpose of authorizing the execution of an architectural professional services agreement with Hahnfeld Hoffer Stanford, LLC to deliver construction drawings for a multi-purpose pavilion at the Will Rogers Memorial Center. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent I J or jurisdiction, such decision,opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 204 1 1-09-20 1 2 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the execution of an Architectural Professional Services Agreement in the amount of $297,254.00 plus up to $15,000,00 in reimbursable expenses with Hahnfeld Hoffer Stanford, LLC, to deliver designed construction drawings for a Multi-Purpose Pavilion at the Will Rogers Memorial Center. 2. Adopt the attached supplemental appropriation ordinance increasing appropriations in the Culture and Tourism Fund in the amount of$322,254.00 and decreasing the assigned fund balance by the same amount. DISCUSSION: This Agreement will provide design for a much needed covered pavilion north of the Richardson-Bass Building. The pavilion will be used by various events as covered exercise for equestrian events, show competitions, horse stalls, exhibits, covered premium parking spaces and create additional opportunities for a diversity of events. Continued success in attracting new equestrian shows requires additional, flexible venues. Hahnfeld Hoffer Stanford, LLC, is one of the five architectural firms previously selected to provide professional architectural services for medium-sized projects. This firm also has vast knowledge of the Will Rogers Memorial Center facilities. Design Phase Cost: Hahnfeld Hoffer Stanford, LLC, Design Fees $297,254.00 Reiumbursable Expenses $ 15,000.00 Contingency and Staff Costs 10M_000 Total Design $322,254.00 M/WBE: Hahnfeld Hoffer Stanford, LLC, is in compliance with the City's BIDE Ordinance by committing to 24 percent SBE participation on this project. The City's SBE goal on this project is 24 percent. FISCAL INFORMATION /CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendation and adoption of the attached supplemental appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Culture and Tourism Fund. Upon approval, the assigned fund balance of the Culture and Tourism Fund will exceed the minimum reserve, as outlined in the Financial Management Policy Statements.
