AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $629,396.51,
SUBJECT TO RECEIPT OF A GRANT FROM THE NATASHA'S JUSTICE PROJECT,
FOR THE PURPOSE OF ERADICATING THE BACKLOG OF COLLECTED AND
UNTESTED SEXUAL OFFENSE EVIDENCE COLLECTION KITS; PROVIDING FOR
A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATWE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$629,396.51., subject to receipt of a grant from the Natasha's Justice Project, for the
purpose of eradicating the backlog of collected and untested sexual offense evidence collection kits.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void f J
oid or any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 204 1 1-09-20 12 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ratify Application for and Authorize Acceptance of, if Awarded, the Natasha's Justice Project Backlog
Elimination Grant in the Amount of$629,396.51, Authorize Execution of Agreement with the Natasha's
Justice Project and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for the Natasha's Justice Project Backlog Elimination Grant in the amount of
$629,396.51;
2. Authorize the acceptance of the grant funds, if awarded;
3. Authorize the execution of an Agreement with the Natasha's Justice Project; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$629,396.51, upon receipt of the grant.
DISCUSSION:
The Natasha's Justice Project(NJP) is a 501(c)(3) non-profit organization, dedicated in part to exposing
and eradicating the backlog of collected and untested Sexual Offense Evidence Collection Kits (SOEC
kits), also known as sexual assault evidence kits or rape kits. The NJP is making funds available to
government entities for the Natasha's Justice Project Backlog Elimination Grant(Backlog Project) to help
eliminate the SOEC kit backlog and establish a model procedure for the elimination of a jurisdiction's
accumulated untested SOEC kits. In addition, the Backlog Project seeks to establish sensitive and
effective procedures for dealing with notifications of, and subsequent interactions with, victims/survivors of
sexual assault whose backlogged SOEC kits will be tested as a part of this Backlog Project.
The Fort Worth Crime Lab (Crime Lab) currently has 1,080 SOEC kits collected from September 30, 1996
through December 31, 2011, that have not undergone any forensic testing. The Fort Worth Police
Department is requesting the amount of$629,396.51 in funding under the Backlog Project to contribute to
the Crime Lab's ability to process backlogged SOEC kits while maintaining key services. Funds will be
used to contract with a third party laboratory to conduct the Forensic DNA Testing of SOEC kits and to
cover shipping costs to the laboratory. Funds will also be used to hire a temporary employee to assist
with shipping kits to the third party laboratory for testing, processing returned evidence, maintaining
databases and monitoring Combined DNA Index System entries.
Obtaining this funding will allow the Crime Lab to process the current backlog and to notify the proper
division within the Fort Worth Police Department and/or other agencies to assist in the identification, arrest
and prosecution of the perpetrators of these crimes. The Fort Worth Police Department will continue to

provide services to victims nf sexual assault crimes.
No matching funds are required under this grant.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, a* appropriated, of the Grants Fund.
