While many establishments may meet this general definition, our investigation focuses upon three popular dollar store chains: Dollar General, Dollar Tree, and Family Dollar. Council District 8 has the largest number of such stores with fourteen, followed by Districts 5 and 9 with twelve each, District 3 with ten, and District 6 with nine. District 4 has six dollar stores, District 2 has five, and District 7 has only four. A total of 452 offenses occurred at these 72 dollar store locations across the city during 2022. The following is a summary of these offenses: Violent Crime • 0 Homicides • 21 Aggravated Robberies or Robberies with no shootings o Includes 11 Aggravated Robberies or Robberies in which a shoplifting offense turned into a robbery. • 8 Aggravated Assaults o Includes a shooting in District 3 due to an argument between two patrons that carried over from inside the store to the parking lot. Property Crime • 60 Burglaries • 234 Thefts • 26 Criminal Mischief • 7 Fraud/Forgery/Credit Card Abuse The vast majority of offenses occurring at these locations are property crimes. Although the data show several robberies, many of these are shoplifting offenses in which a store clerk tried to stop the suspect from leaving the store without paying. Some clerks were assaulted, while others were threatened either verbally or with a weapon. The data indicate that 6.4 percent of all crimes were violent in nature. Discounting the shoplifting offenses that turned into robberies due to a threat or minor assault when the clerk tried to stop the theft, the proportion of violent crime drops to 3.98 percent. Overall, the mere presence of the dollar store locations has not caused an increase in crime around these locations in comparison to similar small and mid-sized retail establishments across the city.
