Report of the City Manager -David Cooke, City Manager a. Upcoming and Recent Events David Cooke , City Manager , announced the Council Retreat will be held on Friday , February 10 , 2023 starting at 8:30 a.m . at the Fort Worth Convention Center, Room 200. b. Questions Regarding Significant Zoning Cases for February 14, 2023, Council Meeting Council Member Flores inquired on the status of ZC-22-165 and 22-204. Mayor Pro Tern Bivens inquired on the status of ZC-22-198. 3. Questions Regarding City Council M&C Log for February 14, 2023, Council Meeting There were no questions regarding the M&C Log for the February 14 , 2023 , Council Meeting . 4. Recent Activity Update by Trinity Metro -Rich Andreski, Trinity Metro Presentation was given by Rich Andreski , Trinity Metro Council Member Flores expressed concerns relating to safety at the bus stop located at NW 18th Street and Texas 199. 5. Briefing on 2023 Housing Tax Credit Applications -Victor Turner, Neighborhood Services Presentation was given by Victor Turner, Neighborhood Services. Update on the Office of Police Oversight Monitor and Briefing on the Proposed Policy Advisory Board -Valerie Washington, City Manager's Office and Chief Neil Noakes, Police Presentation was given by Valerie Washington, City Manager's Office and Neil Noakes, Police Department. Council Member Nettles recommended Council be given time to digest the information and the briefing come back to Council for further discussion . Council Member Nettles recommended consideration of additional members of the Advisory Board come from the age group of 20-35. Council Member Beck requested a list of the Advisory Board Members. Council Member Beck recommended staff consider an option that mcreases the number of members by three additional , which would provide for 9 vacant positions that could be appointed by Council. 7. Future City Hall Scope and Budget Update -David Cooke, City Manager and Tanyan Farley, Athenian Group Presentation was given by David Cooke , City Manager and Tanyan Farley , Athenian Group. 8. 2023 Debt Finance Plan -John Samford and Alex Laufer, Financial Management Services Presentation was given by John Samford and Alex Laufer, Financial Management Services. 9. City Council Requests for Future Agenda Items and/or Reports Council Member Beck requested a report on the Human Relations Commission including the number of vacancies , its charge and current membership. Council Member Beck requested a report on the Amber Alert System. Council Member Beck requested information on the City's Noise Ordinance and if noise from mufflers was included in the ordinance. City of Fort Worth Page4 Printed 011 2113/2023 CITY OF FORT WORTH, TEXAS CITY COUNCIL WORKSESSION MEETING TUESDAY, FEBRUARY 7, 2023 Page 5 of5 Council Member Flores requested an analysis of amending the City Code to increase the distance between a day care facility ( especially if the facility has an educational component or is associated with a school district) and a restaurant that sells alcohol. Council Member Crain requested a report on the process for water utility customers transferring water service and registration for the Code Red Program for customers transferring service . Council Member Crain requested a report on recommendations for including code of conduct requirements, reporting conflict of interest , removal of board and commission members and required continued training for board members. Mayor Parker requested recommendations for a transition plan for board and commissions following the May Election. Mayor Pro Tern Bivens requested recommendations on options for implementing software that identifies geographical location of speakers on zoning cases ; how close the speaker resides in relation to the zoning case . Mayor Pro Tern Bivens requested a report on options for developing an interactive map that shows the location of City infrastructure projects. Mayor Parker requested an update on the litter abatement and street sweeping activities . Council requested an update on the selection of the Police Advisory Board members.
