HomeMy WebLinkAboutContract 57153-A2CSC No. 57153-A2 AMENDMENT NO. 2 TO CITY OF FORT WORTH CONTRACT 57153 This Second Amendment is entered into by and between the City of Fort Worth (hereafter 'Buyer"), a home rule municipality, with its principal place of business at 200 Texas Street, Fort Worth, Texas, and Resource Data, Inc. ("Vendor"), Buyer and Vendor may be referred to individually as a Party and collectively as the Parties. WHEREAS, on February 21, 2022, the Parties entered into City Secretary Contract 57153 to provide digitizing services for approximately 117 City ordinances ("Agreement/Contract"); WHEREAS, the Parties wish to amend the Agreement to digitize approximately 106 additional City ordinances. NOW, THEREFORE, the Parties, acting herein by and through their duly authorized representatives, enter into the following agreement: 1. AMENDMENTS The Agreement is hereby amended to add Exhibit A-2 1980s Ordinance Digitizing services to this Amendment No. 2. The total cost for digitizing 106 City ordinances is $42,672.00. Including this Second Amendment, the total cost of the contract will not exceed $100,000.00. 2. ALL OTHER TERMS SHALL REMAIN THE SAME All other provisions of the Agreement which are not expressly amended herein shall remain in full force and effect. 3. ELECTRONIC SIGNATURE This Amendment may be executed in multiple counterparts, each of which shall be an original and all of which shall constitute one and the same instrument. WORTH, TX Second Amendment to Fort Worth City Secretary Contract No. 57153 Page 2 of 2 EXHIBIT A-2 December 30, 2022 Resource Data City of Fort Worth Anchorage 1980s Ordinance Digitizing 560 E 34th Ave Suite 100 Anchorage, AK 99503 Project Approach (907) 563-8100 Resource Data will digitize approximately 106 ordinances from the Boise 1980s. To help accomplish the task at hand in an efficient and cost- 1450 S Eagle Flight Way effective manner, Resources Data proposes a time -boxing approach to Suite 150 digitizing each ordinance. The time -box approach will comprise two Boise, ID 83709 phases: (208) 424-2203 Houston Time Box Approach Phase I 15915 Katy Fwy Suite 350 Resource Data estimates an average of 3 hours to read, understand, Houston, TX 77094 and digitize an ordinance as well as provide relevant attributes data (713) 468-3385 when needed data is readily available. If an ordinance is completed in less than 3 hours, it will be flagged as completed and Resource Data Juneau will move to the next ordinance. Portland The deliverable after Phase I will include 1220 SW Morrison St Suite 210 • An Excel table documenting all ordinances reviewed with status, Portland, OR 97205 confidence level for those that were successfully completed, (503) 208-3693 data sources used, and notes for those that could not be www.resourcedata.com digitized. • A geodatabase with digitized features for all earmarked ordinances - this includes o Polygons of successfully digitized ordinances o Polylines of partially digitized ordinances requiring further guidance • PDF map collection of successful and attempted ordinances Time Box Approach Phase 11 Ordinances that were partially digitized or failed to be digitized or rejected by Fort Worth due to low confidence levels will be moved to Phase II. Ordinances will remain in Phase 11 until the City provides new information or additional data sources or orders Resource Data to seek additional data source to mitigate the data issues. Resource Data will continue editing ordinances in Phase II as the original budget allows. If any ordinances still remain after the original budget is expended Resource Data will ask for amended of the budget to cover the outstanding ordinances. Due to the unknowns associated with data availability, this iterative process as mentioned above is cost-effective and efficient as it affords Fort Worth the ability to quickly sift through large numbers of ordinances, quickly digitizing those that readily have data available, and at the same time allowing management to make decisions on those that need additional work or funds. This approach will also help Fort Worth identify which dataset are suitable or otherwise to digitize each ordinance. Both phases will be wrapped in data sourcing activities as well as our standard project management activities. Estimated Cost and Rates The tables below shows our estimated costs for the tasks of this project and the rates for the project's team members. Work will proceed on a time -and -materials basis up to the total authorized budget listed below. We will bill monthly for actual hours worked, at the hourly rates of the team members performing the work. If we anticipate any overruns, we will contact you promptly so you can decide to stop work, add to the budget, or adjust the remaining scope in order to reach a good stopping point.
