HomeMy WebLinkAboutOrdinance 17196-09-2006Ordinance No. 1 7 1 96-09-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $149,160 FROM AVAILABLE FUNDS FOR THE PURPOSE OF EXECUTING AN ENGINEERING AGREEMI=NT WITH 1NHITE ROCK CONSULTANTS FOR THE SANITARY SEWER REHABILITATION GEOGRAPHICAL INFORMATION SYSTEM DATABASE PHASE 1; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCE5 IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINI=D BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts alincated to the various City departments for i=iscai Year 2005- 2005 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Sewer Capital Projects Fund in the amount of $149,160 from available funds for the purpose of executing an Engineering Agreement with White Rock Consultants for the Sanitary Sewer Rehabilitation Geographical Information System Database Phase 1. SECTION 2. That should any portion, section ar part of a section of this ordinance be declared invalid, inoperative or void far any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 15582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the transfer of $149,160.00 from the Water & Sewer Operating Fund to the Sewer Capital Projects Fund; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Sewer Capital Projects Fund in the amount of $149,160.00 from available funds; and 3. Authorize the City Manager to execute an engineering agreement with White Rack Consultants in the amount of $135,160.00 for the Sanitary Sewer Rehabilitation Geographical Information System (GIS) Database Phase 1. DISCUSSION: The Water Department is currently developing a program to comply with the Texas Commission on Environmental Quality {TCEQ) Sanitary Sewer Overflow (SSO) Initiative. The purpose of this program is to increase the overall operational efficiency ofi the City's waste water collection system in an effort to eliminate SSO's from the system. To better track the improvements made during this 10 year program, it is the goal of the Water Department to utilize the existing Geographical Information System (GIS} to modernize storage and retrieval of information related to the waste water collection system. Under this Engineering Services Agreement, the Engineer will: Task 1: Develop and populate a sanitary sewer database that will be tied to the City's GIS. The database will assist the Water Department in assigning priorities to proposed improvements as well as providing an efficient means to track past, present, and future improvements to the City`s waste water collection system; Task 2: Conduct condition assessments of the Main 36SR and Main 302S Sanitary Sewer Drainage Areas to determine the most cost effective approach to SSO reduction; and Task 3: Assist the Water Department in preparation of a song term SSO reduction plan in responding to the TCEQ SSO Initiative. This project is an integral part of the Fort Worth Wastewater Program to eliminate and prevent sanitary sewer overflows and bypasses in the wastewater collection system, and to comply with the requirements of the TCEQ SSO initiative. The City's goal on the project is 5 percent. In addition to the contract amount, $14,000.00 is required for staff suppvrk. This project is CITYWfDE, benefiting all Fort Worth residents.
