PROVIDING THE CITY OF FORT WORTH'S
COMMITMENT, ACKNOWLEDGEMENT, AND SUPPORT
FOR THE NORTH CENTRAL TEXAS COUNCIL OF
GOVERNMENTS' 2023 REGIONAL TRANSPORTATION
COUNCIL'S LEGISLATIVE PROGRAM FOR THE 88TH TEXAS
LEGISLATURE; SPECIFICALLY SUPPORTING
ADVANCMENT AND IMPLEMENTATION OF HIGH-SPEED
TRANSPORTATION, AND BROADBAND EXPANSION
WHEREAS, the Regional Transportation Council (RTC), comprised primarily of local
elected officials, is the regional transportation policy board associated with the North Central
Texas Council of Governments and the regional forum for cooperative decisions on
transportation; and
WHEREAS, the City of Fort Worth has four representatives on the RTC and the
representatives serve on the RTC's standing subcommittees, including the multimodal,
intermodal, high-speed rail, and freight subcommittees; and
WHEREAS,on November 10, 2022,the Regional Transportation Council established a
Legislative Program for the 881h Texas Legislature with goals to adequately fund transportation,
to expand transportation options in mega- metropolitan regions - like the Texas Triangle, of
which Greater Fort Worth is an anchor, to pursue innovation and technology, to improve air
quality, and to enhance safety; and
WHEREAS, the City of Fort Worth supports the goals of the RTC's 2023 Legislative
Program and specifically supports the implementation or expansion of high-speed rail and
transit options within the region; and
WHEREAS, the City of Fort Worth's Comprehensive Plan includes specific goals and
objectives to provide a multimodal transportation system that builds community, supports
economic growth, and improves air quality and specifies that the City will promote the
expansion of rail transit; and
WHEREAS,the City of Fort Worth's Central Station is currently the busiest passenger
rail hub in the state and should remain the "Texas Nexus" to keep a competitive edge on
regional rail connectivity; and
WHEREAS,the City of Fort Worth desires to become the main transfer point between
future high-speed passenger rail routes from Houston, Oklahoma City, San Antonio, and
Austin; and
WHEREAS, the expansion of broadband is a local and regional priority to provide
citizens with enhanced access to medicine, education and employment, while promoting
safety, equity, mobility, and economic competitiveness.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS, THAT:
The City Council supports the North Central Texas Council of Governments' 2023
Regional Transportation Council's Legislative Program for the 881h Legislature, attached
hereto and incorporated herein, and specifically supports innovation and technology initiatives
such as high-speed transportation and broadband expansion.
