AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE MUNICIPAL AIRPORT GRANTS FEDERAL FUND,
SUBJECT TO RECEIPT OF THE GRANT, IN THE AMOUNT UP TO
$11,111,112.00,FOR THE PURPOSE OF FUNDING TAXIWAY PAPA EXTENSION
PROJECT AT PEROT FIELD FORT WORTH ALLIANCE AIRPORT;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Municipal Airport Grants Federal Fund,subject to the receipt of the grant,in the amount up to$11,111,112.00,
for the purpose of funding Taxiway Papa Extension project at Perot Field Fort Worth Alliance Airport.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions, sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for and acceptance of a Fiscal Year 2023 Discretionary Grant, if awarded,from the Federal Aviation Administration
in an amount up to$10,000,000.00 for the extension of Taxiway Papa at Perot Field Fort Worth Alliance Airport;
2. Authorize the use of land credits in an amount up to$1,111,112.00 for the City's in-kind local match of the project costs;and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Muni Airport Grants Federal Fund in the
amount up to$11,111,112.00,subject to the receipt of the grant,for the purpose of the Taxiway Papa Extension project at Perot Field Fort
Worth Alliance Airport.
DISCUSSION:
Discretionary funding applications are submitted each year to the Federal Aviation Administration (FAA)for various projects at Perot Field Fort
Worth Alliance Airport(Airport).The amount of available funding in the Airport Improvement Program (AIP)determines the amount of funding the
Airport receives. The total amount of discretionary grant funds and required match being applied for this year is an amount not to exceed of
$11,111,112.00.
If awarded,funding will be used for the continued extension of Taxiway Papa (Project). Located on the west side of the Airport, Phase I and
Phase II have been completed,with Phase III currently in design (see attached map). Funding received from the grant, if awarded,will be used for
the construction of Phase III.Any remaining funding after the completion of Phase III will be used for design and construction of future phases.
Existing land credits remaining from land donations at the Airport will be used for the City's in-kind match of$1,111,112.00.
Upon award,the grant will increase funding to the Muni Airport Grants Federal Fund as shown below:

ADVISORY BOARD APPROVAL-On January 26, 2023, the Aviation Advisory Board voted to recommend that the City Council approve the
application for and acceptance of this grant.
Since no City salaries will be charged, indirect cost recovery does not apply.
Perot Field Fort Worth Alliance Airport is located in COUNCIL DISTRICT 7/FUTURE COUNCIL DISTRICT 10.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:

FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds
will be available in the current capital budget,as appropriated, in the Muni Airport Grants Federal Fund.The Aviation Department(and Financial
Management Services)will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred,the
Aviation Department has the responsibility to validate the availability of funds.This is a reimbursement grant.
