Ordinance No.17198-09-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS 1=tJND 1N THE AMOUNT OF $20,©00, SUBJECT TO RECEIPT OE THE GRANT FRDM WORKFORCE SOLUTIONS OF TARRANT COUNTY, FOR THE PURPOSE OF FUNDING TRANSPORTATION SE=RVICES TO KATRINA GUESTS FOR EMPLOYMENT-RELATED ACTIVITIES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING TH15 ORDINANCE CUMULATIVE OF PRIOR ORRINANGES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY GOUNCIt_ OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those arnaunts allocated to the various City departments for Fiscal Year 2DD5- 2DC16 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $2D,D00, subject to receipt of the grant from Workforce Solutions of Tarrant County far the purpose of funding transportation services to Katrina guests for employment-related activities. SECTION 2. That should any portion, section ar part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shah be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance Na. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to accept a grant amendment in the amount of $20,000 from Workforce Solutions far Tarrant County to reimburse the City far providing transportation services to Katrina guests far employment-refaced activities; 2. Authorize the City Manager to extend and amend the current grant agreement with Workforce Solutions far Tarrant County until September 30, 2006; and 3. Adapt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant f=und by $20,000 from available funds. DISCUSSION: The City of Fort Worth is the Community Action Partners (CAP) agency for Tarrant County. The scope of CAP includes partnering with other agencies to provide case management to assist families transitioning from poverty to become self sufficient. CAP has been working closely with Workforce Salutions far Tarrant County to coordinate employment activities far Katrina guests. On June 20, 2006, the City accepted a grant in the amount of $80,000 from Workforce Solutions for Tarrant County to provide transportation services to Katrina guests for employment related activities (training, job search and readiness and chifdladul# care}. With the grant funds, the City hired temporary van drivers and rented four passenger vans to provide these services for the Katrina guests. Workforce Solutions has offered the City of Fort Worth, as the CAP agency for Tarrant County, additional monies in the amount of $20,000, to extend and amend the agreement for transportation services to Katrina guests far employment activities through September 30, 2006. This extension is to allow additional time far individuals, who have completed training and secured employment, an opportunity to arrangelsecure personal transportation to travel to and from work. The project is located in all City COUNCIL DISTRICTS.
