Ordinance No. I7I99-09-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $250,000 SUBJECT TO RECEIPT OF PAYMENT FROM THE FORT WORTI-I PUBLIC LIBRARY FOUNDATION FOR THE PURPOSE OF FUNDING THE LIBRARY DEPARTMENT'S MATERIALS COLLECTION; PROVIDING FDR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED I3Y THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION I. `That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of $250,000 subject to receipt of a donation from the Fort Worth Public Library Foundation for the purpose of funding the Library Department's materials collection. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall. in no way impair the retnainiug partians, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SI CTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to accept a $250,000 donation from the Fort Worth Public Library Foundation (The Foundation) for the Library Department's materials collection, and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Fund by $250,000 from available funds. DISCUSSI®N: Chartered in 1993, The Foundation is an independent, non-profit organization. The Foundation is dedicated to supporting the Fort Worth Public Library system by mobilizing resources for and promoting services of the Library, in conjunction with the City of Fort Worth and the private sector. Its goal is to increase the margin of excellence in Library service delivery. Ta this end, during Fiscal Year 200512006, The Foundation pledged $250,000 as an equal match to the City of Fart Worth's $260,000 increase to the Library's General Fund budget far the purchase of books and materials. The materials budget increase allows the Library fa address long-time, critical areas of need in its collection. Inadequate funding for materials prevented the Library from keeping up with the public's demand for new materials, resulting in an increasingly inadequate collection. The collection lacks sufficient materials related to health, careers, business, science, law, geography and technology as well as many subjects in the children's collections. Over 56,000 children's picture books are warn out from repeated use. With an increase in funding, many of these materials can be replaced. Also, increased funding will help the Library meet the State of Texas standard in items per capita. The State's standard for items per capita is 4; the Library's items per capita was 1.7 at the end of FY 2005 and is currently 1.8. The Foundation's donation, combined with the increase to the General Fund budget, provides approximately 30,000 new books. Additionaily, the donation and budget increase supports the City Council strategic goal of ensuring quality customer service by providing a better selection of relevant, up-ta-date materials for public use and borrowing.
