With a quorum of the City Council Members present, Mayor Pro tern Bi v ens called the
City Council Work Session of the Fort Worth City Council to order 1 :03 p.m. on
Tuesday , February 21 , 2023 , in the City Council Conference Room 2020 of the Fort
Worth City Hall , 200 Texas Street, Fort Worth , Texas.

Meeting

3. Follow-Up on Council Retreat -David Cooke, City Manager
Presentation was given by David Cooke, City Manager, and Mark McDaniel, Interim
Director, Planning and Data Analytics.
4. Presentation on Beach Street/ Gateway Park Area Development
Recommendations from ULI Technical Advisory Panel -Eric Fladager, Planning
& Data Analytics and David Leininger, ULI Technical Advisory Panel
Presentation was given by Eric Fladager, Assistant Director, Planning and Data Analytics
and David Leininger, ULI Technical Advisory Panel.
Council Member Beck recommended to staff that any proposed or required zoning
changes occur in a timeline that supports the Beach Street/Gateway Park Area Plan.

5. Presentation on Fort Worth Teen Court-Judge Danny Rodgers and Michelle
Sims, Municipal Court
Council Member Beck requested a flyer for Council that promotes the Teen Court and
identifies resources needed to support the program.
Council Member Beck requested that the date of the Appreciation Dinner be shared with
Council.
Council Member Blaylock requested staff analyze the feasibility of expanding the program
to areas in North Fort Worth.
6. Transportation and Public Works Infrastructure Update -Lauren Prieur,
Transportation and Public Works
Presentation was given by Lauren Prieur, Interim Director for Transportation and Public
Works.
Council Member Crain Provide requested an update on the timeline for street light
replacements .
Council Member Crain requested an update on the Altamere Capital replacement project.
Council Member Flores requested a status of street lights at Terminal Road and 820 and
on Old Main Street Bridge.
7. Presentation on Abandoned Shopping Cart Ordinance -Brandon Bennett,
Code Compliance
Presentation was given by Brandon Bennett, Director of Code Compliance.
Council Member Williams requested staff look at ways to make reporting abandoned
shopping carts through the MyFortWorth App easier.
8. City Council Requests for Future Agenda Items and/or Reports
Council Member Blaylock requested a briefing on the stud y on commercial development
conducted by the Real Estate Council of Fort Worth.

Council Member Crain requested a report on architectural and engineering services and
how contracts are awarded , how selection teams are comprised and are end users part of
the selection teams and a spreadsheet listing all building projects over 1 million dollars
ov er the last ten years , including where their corporate headquarters are located , if they
are over budget and by how much.
Mayor Pro tern Bivens requested a report on the number of multi-family projects built
during the past 10 years by Council District ( current and future).
