Call to Order After proper notice given pursuant to the Texas Open Meeting s Act , with a quorum of the City Council Members present, Mayor Pro Tern Bivens called the Executi v e Session Meeting to order and the Fort Worth City Council convened into closed Special Called Executi v e Session at 12:04 p.m. on Tuesday, February 21 , 2023 , in the City Council Conference Room 2020 of the Fort Worth City Hall to discu ss matters pertaining to the following: B. The City Council will conduct a closed meeting in order to discuss matters permitted by the following sections of Chapter 551 of the Texas Government Code: CITY ATTORNEY 1. Section 551.071, CONSULTATION WITH ATTORNEY To seek the advice of its attorney about pending or contemplated litigation, settlement offers, or any matter in which the duty of the attorne y to the City Council under the Texas Disciplinary CITY OF FORT WORTH, TEXAS CLOSED SPECIAL CALLED EXECUTIVE SESSION FEBRUARY 21, 2023 PAGE 2 of2 Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act. [Tex. Govt Code §551.071]: a. Legal issues concerning Chapter XXVII, Section 16 of the City Charter; Discussion occurred b . Legal issues concerning investigations related to the Fire Department ; No discussion occurred c. Legal issues concerning Abraham Prado v. City of Fort Worth, the Fort Worth Police Department and Charles Patton, Cause No. 153-335460-22, in the 153 rd District Court; and Discussion occurred d. Legal issues concerning any issue listed on today 's posted Council Work Session agenda. No discussion occurred CITY MANAGER 1. Section 551.072, DELIBERATIONS REGARDING REAL PROPERTY Deliberate the purchase , sale, lease or value of real property where deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third party. No discussion occurred 2. Section 551.087, DELIBERATIONS REGARDING ECONOMIC DEVELOPMENT NEGOTIATIONS Deliberate the commercial or financial information or the offer of a financial or other incentive to a business prospect. Di sc ussion occurred 3. Section 551.076 and Section 551.089, DELIBERATIONS REGARDING SECURITY Deliberate certain security matters in accordance with Section 551.076 and 551.089 of the Texas Government Code. No discussion occurred . C. The City Council may reconvene in op en session in the City Council Conference Room and act on any item listed on the Executive Session Agenda in accordance w ith Chapter 551 of the Texas Government Code. D.
