With a quorum of the City Council Members present, May or Parker called the City
Council Retreat of the Fort Worth City Council to order 9 :07 a.m . on Friday,
February 10 , 2023 , in the Room 2020 of the Fort Worth Convention Center, 1201
Houston Street, Fort Worth , Texas.
I. Welcome and Opening Remarks
Mayor Mattie Parker welcomed everyone. David Cooke , City Manager,
introduced Ron Holifield and Hillary Shine from SGR.
II. Introductions and Plan of Work Hillary Shine Senior Vice President. of
Leadership, SGR
Hillary Shine outlined the agenda for the Retreat:
• Governance Presentation
• SWOT Assessment

III. Governance System Presentation Ron Holifield, Chief Executive Office,
SGR
A presentation on council-manager form of governance and best practices
was given by Ron Holifield.
Council Member Nettles left the dais at 9:50 a.m.
Council Member Williams left the dais at 10:04 a.m.
IV. Break
Mayor Parker recessed the meeting at 10:06 a.m.
Mayor Parker reconvened the meeting at 10:33 a.m.
V. Strengths, Weaknesses, Opportunities,
Presentation was by Hillary Shine and Threats (SWOT) Assessment Senior
Vice President of Leadership , SGR
The following were identified in the SWOT Assessment conducted between
individual Council Members and SGR:

• Landmark institutions
• Public/Private partnerships
• Strong city identity (culture/heritage)

• Budgetary limitations
• Development process

Mayor Parker recessed the meeting at 11 :32 a.m.

VII. Establishing Strategic Vision Priorities
Discussion was led by Hillary Shine Senior Vice President of Leadership ,

The following were identified as top priorities for Council:
• Quality of Life
• Economic Development
• Infrastructure and fiscally responsible growth
• Building safe communities
Council selected Quality of Life as the primary theme for the priorities with
all of the other major priorities touching on quality of life for community
and the City 's residents.
VIII. Establishing Priority Goals
Discussion was led by Hillary Shine Senior Vice President of Leadership ,
SGR
Council discussed the priority goals including:
• Quality table service restaurants on the East side
• Food deserts and ability to use incentive packages to recruit grocery
stores
• Lack of class A office space for recruiting new businesses
• What public transit looks like in the future
• Investment in parks and open space
• Small business assistance
• Creation of an entrepreneurship center
• Combat youth violence through use of recreation and community
centers
• Stormwater management
• Updates to the transit-oriented plan
• Funding for Transit
• Creation of PID to provide a developer driven solution to build
infrastructure
Council Member Williams returned at 1:47 p.m.
Council Member Nettles returned at 1 :50 p.m.
IX. Closing Remarks David Cooke, City Manager Mayor Mattie Parker
City Manager Cooke stated that staff would develop a plan for bringing back
different action plans and a method for submitting goals and priorities.
Mayor Parker thanked everyone for participating.
