I. Call to Order
With a quorum of the board members present, President Flores called the meeting of the Crime
Control and Prevention District Board (CCPD) of Directors to order at 4:05 p.m., on Tuesday,
February 22, 2022, in the City Council Conference Room 2020, Fort Worth City Hall, 200 Texas
Street, Fort Worth, Texas.
II. Approval of Minutes — December 7, 2021
Motion was made by Director Bivens and second by Director Parker to approve the minutes of the
December 7, 2021, meeting. Motion passed 8-0, Director Williams absent.
III. Written Reports
A. FY 2022 1st Quarter Performance Report on Activities and Finances
B. Community Based Programs — FY23 RFP Update
The reports were for informational purposes. No action by the Board was required.
IV. Staff Reports/Presentations
A. Overview/Updates of CCPD-Funded Programs — Chief Neil Noakes provided the staff report.
i. Shaken Baby Alliance — Ms. Bonnie Armstrong, Shaken Baby Alliance, provided
background information on the service.
ii. Alliance for Children — Ms. Shellie Velasco, Chief Program Officer, Alliance for
Children, provided information on this program.

iii. River Tree Academy — Mr. Michael Handley, Director of Development, and Ms. Tiera
Gandy, Restorative Practices Coach, provided and overview of the program.
iv. United Community Centers — Ms. Celia Esparza, advised the Board of the programs and
services they provide.
B. Community Based Programs FY23 RFP Process — Keith Morris, Assistant Director, provided
an update on the staff report he presented on December 7, 2021.
C. FY23 Initiative/Program Name Change — Keith Morris, Assistant Director, advised the Board
of name changes in various programs and initiatives supported by the CCPD.
V. Citizen Comments: There were no citizen comments.
VI. Board Requests for Future Agenda Items and/or Reports
Director Williams — Briefing on reducing teen gun violence that includes initiatives to navigate
violation disruption and establish conflict resolution teams.
Director Bivens — Requests Informal Report during Council Work Session and a CCPD presentation
pertaining to number and names of organizations who are fighting crime (Re: United Way, Fort
Worth Independent School District, County, State and Federal agencies, etc.), with program
numbers and statistics.
VII. Adjourn
With no further presentations or discussions, President Flores adjourned the meeting of the Fort
Worth Crime Control and Prevention Board of Directors at 5:13 p.m., on Tuesday, February 22, 2022.
