Call to Order With a quorum of the board members present, President Flores called the meeting of the Crime Control and Prevention District (CCPD) Board of Directors to order at 1:17 p.m., on Tuesday, November 29, 2022, in the City Council Conference Room 2020, Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. II. Election of Officers Motion was made by Director Parker and second by Director Blaylock to nominate Director Flores as President. There were no further nominations. Director Flores was elected President of the CCPD Board of Directors by a vote of 8-0. Director Bivens was absent. Motion was made by President Flores and second by Director Crain to nominate Director Bivens as Vice President. There were no further nominations. Director Bivens was elected Vice president of the CCPD Board of Directors by a vote of 8-0. Vice President Bivens was absent. President Flores noted for the record: "The Fort Worth City Secretary's Office will continue to serve as Secretary for the Board of CCPD." III. Approval of Minutes — August 23, 2022, Regular Meeting Motion was made by Director Blaylock and second by Director Crain to approve the minutes of the August 23, 2022, meeting. Motion passed 8-0. FY 2022 4"' Quarter Performance Report on Activities and Finances There were no questions on the FY22 4"' Quarter Performance Report. B. FY 2023 Community Based Program Grant Recommendations There were no questions on the FY 2023 Community Based Program Grant Recommendations. The reports were for informational purposes. No action by the Board was required. V. Staff Reports/Presentations A. Overview/Updates of CCPD-Funded Programs i. Boys and Girls Clubs of Greater Tarrant County — Comin Up Gang Intervention Program (Sherry Hudson and Jared Cobb) Presentation was made by Sherry Hudson and Jared Cobb of the Boys and Girls Clubs of Greater Tarrant County. VI. Action Items A. Consideration of the 2023 CCPD Board Proposed Meeting Calendar (Fernando Costa) - February 28, 2023, immediately following corporation board meetings - May 23, 2023, immediately following corporation board meetings - August 22, 2023, immediately following corporation board meetings - August 29, 2023, at 4 PM (if needed) - November 28, 2023, immediately following corporation board meetings Motion was made by Director Crain and second by Director Williams to approve the 2023 CCPD Board Proposed Meeting Calendar. Motion passed 8-0. Vice President Bivens was absent. B. Consideration of the FY 2023 Community Based Programs Recommendation for Program Grants (Keith Morris) Board Directors provided the following direction and recommendations: - Directors Nettles and Williams encouraged staff to find ways to assist small non-profit organizations navigate the grant application process. Motion was made by Director Beck and second by Director Crain to approve the 2023 Community Based Programs Recommendations for Program Grants. Motion passed 8-0. Vice President Bivens was absent. The 2023 Community Based Program Grant recommendations were: — Big Thought - $300,000 — Christ's Haven for Children - $300,000 — Rivertree Academy - $300,000 — Safehaven of Tarrant County - $300,000 — Unbound North Texas - $300,000 CITY OF FORT WORTH, TEXAS CRIME CONTROL AND PREVENTION DISTRICT BOARD OF DIRECTORS NOVEMBER 29, 2022 Page 3 of 4 C. Consideration of Budget Adjustments to the CCPD Capital Projects Fund and FY 2022 CCPD Operating Budget (Becky McGibson & Jacob Lohse) i. CCPD Capital Projects Fund Adjustments — Reallocating Project Savings to Cover Deficits i. Shift $600,000.00 from the Bob Bolen Property Room Expansion Project to the PD SWAT Vehicle Storage Project Board Directors provided the following direction and recommendations: - Director Williams requested information on possible other funding sources for this project. Motion was made by Director Williams to continue this item to a Special Called Meeting on December 6, 2022. The motion was approved without objection. ii. Shift $225,000.00 from the Bob Bolen Property Room Expansion Project to the South Patrol Project Motion was made by Director Nettles and second by Director Williams to approve the Budget Adjustments to the CCPD Capital Projects Fund and FY 2022 CCPD Operating Budget. Motion passed 8-0. Vice President Bivens was absent. ii. FY 2022 Operating Budget Adjustment — Reallocating Savings to Cover Overruns for FY 2022 Closeout i. Shift $115,184.00 within the Enhanced Services Initiative from the Mounted Patrol Program to the Officer Expansion Program, which Funds 4 Sergeants and 4 Detectives Board Directors provided the following direction and recommendations: — Director Parker requested a list of capital projects funded with CCPD funds over the last five years. Motion was made by Director Beck and second by Director Nettles to approve the Budget Adjustments to the CCPD Capital Projects Fund and FY 2022 CCPD Operating Budget. Motion passed 8-0. Vice President Bivens was absent. D. Consideration of a Budget Amendment to the FY 2023 CCPD Operating Budget (PUBLIC HEARING) i. FY 2023 Operating Budget Amendment — Increase the Recruitment and Training Initiative by $1,899,405.00, from Available Fund Balance, to Increase the Hourly Pay Rate of Police Recruits Beginning January 1, 2023. i. Staff Report (Assistant Chief Julie Swearingin) Staff report was provided by Assistant Chief Julie Swearingin and a correction was noted to the dollar amount listed. The correct dollar amount should be $1,565,598.00. ii. Public Hearing There were no registered speakers on this item. Action Board Directors provided the following direction and recommendations: Directors requested additional information on what resources would be needed to increase the hourly pay rate of police recruits in the future to $70,000, Motion was made by Director Parker and second by Director Crain to close the public hearing. Motion passed 8-0. Vice Present Bivens was absent. Motion was made by Director Beck and second by Director Crain to approve the FY 2023 Operating Budget Amendment — Increase the Recruitment and Training Initiative by $1,565,598.00, from Available Fund Balance, to Increase the Hourly Pay Rate of Police Recruits Beginning January 1, 2023. Motion passed 8-0. Vice Present Bivens was absent. VII, Citizen Comments There were no registered speakers, VIII. Board Requests for Future Agenda Items and/or Reports — Analysis of funding needed to increase the police recruit hourly pay up to $70,000. — Briefing by the United Way — One Second Collaborative Project — List of capital projects funded with CCPD funds VIII. Adjourn With no further presentations or discussions, President Flores adjourned the meeting of the Fort Worth Crime Control and Prevention Board of Directors at 2:40 p.m., on Tuesday, November 29, 2022.
