I. Call to Order
With a quorum of the board members present, President Flores called the meeting of the Crime
Control and Prevention District (CCPD) Board of Directors to order at 4:05 p.m., on Tuesday, August
23, 2022, in the City Council Conference Room 2020, Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.
II. Approval of Minutes — May 24, 2022, Regular Meeting
Motion was made by Director Firestone and second by Director Parker to approve the minutes of the
May 24, 2022, meeting. Motion passed 7-0. Director Crain was off the dais. Director Beck was
absent.
III. Written Reports
A. FY 2022 3rd Quarter Pei�foz•mance Report on Activities and Finances
There were no questions on the FY22 3rd Quarter Performance Report.
B. Partners with a Shared Mission — Updates, Recommendations & Maps
There were no questions on the Partners with a Shared Mission updates.
The reports were for informational purposes. No action by the Board was required.

IV. Staff Presentations
A. Partners with a Shared Mission — Crime Prevention Types and Programming Gaps (Assistant
Chief Robert Alldredge)
Presentation was made by Assistant Chief Robert Alldredge.
Council provided the foilowing direction and recommendations:
— Provide a list of other organizations outside of those in the Partners with a Shared Mission
who receive funds (from anywhere) for crime prevention.
— Use Council as a way to increase minority partner participation.
— Provide Council with marketing details and information on the Grant Application Writing
Training scheduled for September.
— Future presentation on the need for increase in developmental prevention program.
V. Action Items
A. Consideration of Community Based Program Funding Recommendations for FY2022
Program Grants and FY2023 Development Grants (Keith Morris)
Keith Morris, Assistant Director, provided the staff repoi-t.
The following FY 2022 Program Grants were recommended:
— Program Grant
o Operation Pi•ogress Fort Worth: $300,000
— Development Grants
o Alliance Child & Family Solutions: $49,640.40
o Camp Fire First Texas: $50,000
o Diamond Hill North Side Youth Association: $36,932
o Lena Pope Home, Inc.: $50,000
o Safe & Happy Trails: $50,000
o Texas New Era Center: $48,460.46
o The Parenting Center: $50,000
o United Community Center: $50,000
o Big Brothers Big Sisters: $50,000
Council provided the following direction:
— Provide information on the Texas New Era Center pilot program.
— Provide a list of the twenty-four zip codes reference in the Informal Repor-t.
— Utilize Council as a marlceting opportunity for increasing the number of grant applications
received.
— Consider interviews for organizations as a follow-up to the grant application process.
— How are ensuring the resources being allocated address the specific types of crimes
occurring.
Motion was made by Vice President Bivens and second by Director Parlcer to approve the Community
Based Programs Funding Recommendations for Program Funding Recommendations for FY2022
Program Grants and FY2023 Development Grants. Motion passed 8-0. Director Beck was absent.

B. Consideration of FY2023 Recommended CCPD Budget in the Amount of $117,387,173
(PUBLIC HEARING)
i. Staff Report (Chief Neil Noalces)
Chief Neil Noalces provided the staff report.
The following direction/recommendations were provided by Council:
— Vice President Bivens recommended using historically black colleges and universities as a
recruiting tool.
— Vice President Bivens requested demographic data on the Civilian Response Unit
— Director Williams requested a presentation Comin' Up Gang Inteivention Program
— Director Parker requested information on how the amount in excess funds compare to past
years.
Director Crain left at 5:32 p.m.
ii. Public Comments
There were no public comments.
iii. Action
Motion was made by Vice President Bivens and second by Director Firestone to approve the FY2023
recommended CCCD budget in the amount of $117,387,173.00. Motion passed 7-0. Director Crain
was off the dais. Director Beck was absent.
VI. Public Comments
Thomas Torlincasi, Fort Worth, TX appeared before the Board relative to speaker
registration process for the CCPD meeting and the projected budget.
VII. Board Requests for Future Agenda Items and/or Reports
— Vice President Bivens requested information on the appropriateness of civil rights training
for police ofiicers.
— Vice President Bivens requested an option for the Crime Control and Prevention District
Boai•d members to serve as alternates on the CCPD Scoring Committee.
— Director Williams requested a presentation on the Comin' Up Gang Intervention Program
— Director Nettles requested the job description for the new Deputy Chief included in the
proposed budget.
— Director Nettles requested the job description and reporting structure foz• school resource
officers.
VIII. Adjourn
With no further presentations or discussions, President Floz•es adjourned the meeting of the Fort
Worth Crime Control and Prevention Board of Directors at 5:50 p.m., on Tuesday, August 23, 2022.
