Call to Order With a quorum of the board members present, President Betsy Price called the meeting of the Crime Control and Prevention District Board (CCPD) of Directors to order at 1:18 p.m., on Tuesday, February 23, 2021, in the City Council Conference Room, Fort Worth City Hall, 200 Texas Street, Foi�t Worth, Texas. II. Appz•oval of Minutes — November 10, 2020 Motion was made by Director Byrd and second by Director Flores to approve the Minutes of the November 10, 2020, meeting. Motion passed 8-0 (Bivens absent). IIL Written Reports A. FY 2021 1 St Quarter Performance Report on Activities and Finances B. FY 2021 Community Based Programs 2nd Round Recommendations Director Bivens arrived (1:25pm) IV. StaffRepoi�ts/Presentations A. Overview/Updates of CCPD-Funded Programs a. VIP Foi�t Worth (intervention program worlcing in neighborhoods using evidence-informed methods to resolve problems that might result in gun violence) Overview provided by Rodney McIntosh Page 1 of 3 b. Texas New Era's Pi•oject Phoenix (comprehensive "second-chance" employment program for young first-time, non-violent, felony probationers) The presentation will be brought to a future meeting. c. FWISD After School Program Overview provided by Miguel Garcia d. Court Appointed Speciai Advocates (CASA) Adolescent Transition Program (assisting those aging out of foster care with individual support and life planning in order to reduce risk of criminal behavior and gang involvement) Overview provided by Natalie Stalmach e. JPS Foundation Community Safety Program (community meetings with residents in 76104 and 76116 to identify safety problems, create action plans and coordinate resources with the goal of increasing safety and reducing violence) Overview provided by Mary Ann Contreras B. Overview of Community Based Programs Future Funding Strategy V. Action Items A. Consideration of FY 2021 Community Based Programs 2nd Round Funding Recommendations Motion was made by Director Shingleton and second by Director Byrd to provide funding as follows: Academy 4 $300,000.00 Clayton Youth Enrichment $300,000.00 Las Vegas trail Rise $300,000.00 The Shaken Baby Alliance $299,869.12 Motion assed 9-0. B. Consideration of Budget Adjustments and Amendments for Fiscal Years 2020 and 2021 (PUBLIC HEARING) Director Price opened the public hearing. a. Staff Report presented by Christianne Kellett Simmons b. Public Comment — there was no public comment c. Actions i. FY2021 Budget Amendment Shifting $1,264,099 in Funding from the Enhanced Enforcement Initiative to the Neighborhood Crime Prevention Initiative for Additional Overtime within the Patrol Support Program ii. FY2021 Budget Amendment Increasing Funding in Various Initiatives by $671,159 for Ten Additional Sergeant Positions iii, FY2020 Budget Amendment Decreasing Capital Budget by $1,260,000 and Returning Funds to CCPD Operating Fund Balance to Reflect Vehicle Acquisition with Tax Note Proceeds Instead of Cash iv, FY2020 Budget Adjustment to Shift $44,403 in Savings within the Recruitment and Training Initiative to Cover Overages in CCPD Expanded Training Program with No Net Increase to Initiative or Overall Budget Motion was made by Director Shingleton and second by Director Flores to close the public hearing and approve budget adjustments and amendments items i— iv, Motion passed 9-0. VI. Public Comments There were no public comments. VII. Board Requests for Future Agenda Items and/or Reports There were no requests for future agenda items or reports. VIII. Adjourn With no further presentations or discussions, President Price adjourned the meeting of the Fort Worth Crime Control and Prevention Board of Directors at 2:45 p.m., on Tuesday, February 23, 2021.
