Call to Order With a quorum of the board members present, President Betsy Price called the meeting of the Crime Control and Prevention District Board (CCPD) of Directors to order at 2:10 p.m., on Tuesday, August 18, 2020, in the City Council Chambeis, Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. II. Annroval of Minutes — February 4, 2020, and Special Called meetin� July 24, 2020 Motion was made by Director Byrd and seconded by Director Shingleton to approve the minutes of the February 4, 2020, regular meeting and the Special Called Meeting, July 24, 2020. Motion passed 9-0. III. Written Reports A. FY 2020 2"� Quarter Performance Report on Activities and Finances B FY 2020 3rd Quarter Performance Report on Activities and Finances C. FY 2021 Community Based Programs Funding Status Update There were no questions or comments. IV. Action Items A. Consideration of FY 2021 Community Based Program Funding Recommendations fi•om Initial RFP Process. Keith Morris presented a report on the FY 2021 Community Based Program Funding recommendations. Consideration of FY2021 Recommended CCPD Budget in the Amount of $86,570,462.00 (PUBLIC HEARING (Director Jordan was away from the dais from 2:26 — 2:35 pm) President Price opened a public hearing. a. Staff Report Chief Edwin Kraus provided the staff report. He noted the changes to the CCPD budget where programs/ funding had been moved to the General Fund and where there were changes in the CCPD budget for programs. b. Public Hearing The following individuals addressed the CCPD Board regarding the budget: Sarah Russell Natasha Nelson Parlcer Anderson Emily Milne Mary Agnes Pamela Young Requested CITY OF FORT WORTH, TEXAS CRIME CONTROL AND PREV�NTION DISTRICT BOARD OF DIRECTORS AUGUST 18, 2020 Page 3 of 3 c. Action Motion was made by Director Moon and second by Director Shingleton to close the public hearing and approve the FY 20201 Recommended CCPD budget in the amount of $86,570,462.00. A substitute motion was made by Director Zadeh and second by Director Allen Gray to continue the Public Hearing to August 25, 2020. The original motion was withdrawn and the vote was taken on the substitute motion to continue the Public Hearing to August 25, 2020. Motion passed 9-0. V. Citizen Comments Pamela Young addressed the board regarding the Expert Panel and funding them for the second round of evaluation of the Police Department. VI. Board Requests for Future A�enda Items and/or Renorts Director Flores — update on the Community Based Program process Director Bivens — 1) How do we determine why someone dropped out of the academy and factor that into our recruiting 2) how are we connecting with all community partners (ex: Ministers against Crime and Kappa) and are they at the table and engaged � Director Allen Gray — Presentation by Partners with a Shared Mission VII. Adiourn With no further presentations or discussions, President Price adjourned the meeting of the Fort Worth Ct•ime Control and Prevention Board of Directors at 3:28 p.m., on Tuesday, August 18, 2020.
