I. Call to Order
With a quorum of the board members present, President Betsy Price called the meeting of the Crime Control and
Prevention District Board (CCPD) of Directors to order at 2:03 p.m., on Tuesday, February 4, 2020, in the City
Council Conference Room 290, Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
II. Apt�roval of Minutes from Meetin� November 12, 2019
Motion was made by Director Moon and seconded by Director Byrd to approve the minutes of the November 12,
2019, regular meeting of the Crime Control and Prevention District Board of Directors. Motion passed 8-0,
(Jordan absent)
III. Written Reports
a. FY 2020 lst Quarter Performance Report on Activities and Finances
b. FY 2021 Community Based Program RFP Process
There were no questions or comments.
IV. Staff Reports/Presentations
A. Overview of CCPD Continuation Election Schedule and Communication Plan (Chief Ed
Kraus)
Chief Ed Kraus, Police Department, provided an overview of the CCPD Election timeline. Chief I�aus presented
a proposal to hold informational meetings in each Council District.

V. Action Items
A. Consideration of FY2019 Budget Adjustments in the Amount of $37,410.00 for Year-End
Cleanup to Shift Budget Savings in Neighborhood Services and Police to Cover Overages in
Parlc and Recreation at No Net Increase in Any Initiative or the Overall Budget
Ms. Lorraine Coleman, Performance and Budget Office, reviewed the year-end adjustments and fiscal year
closing items needed to close FY 2019.
Motion was made by Vice President Shingleton and second by Director Flores to authorize staff to malce FY2019
budget adjustments of $37, 410.00 for year-end cleanup and shift budget saving in Neighborhood Services and
Police and to cover overages in Parlc and Recreation at no net increase in any initiative or the overall budget.
Motion passed 8-0. (Jordan absent)
B. Consideration of Potential Participation in Group Violence Intervention Program
Deputy Chief Neil Noakes, Police Depai�tment, provided an update on Group Violence Intervention and presented
a proposal for "Violence Intervention& Prevention Fort Worth — VIP FW". Staff is requesting $156,668.00 to
contract with consultants, determine and provide appropriate alternative dispute resolution training, and provide
administrative and incidental costs.
Motion was made by Director Kelly Allen Gray and second by Director Bivens to consider participation in the
Group Violence Intervention Program and commit up to $156,668.00 to the program for this iiscal year. Motion
passed 8-0. (Jordan absent)
C. Consideration of an FY2020 Budget Amendment in the Amount of $3,900,000.00 for Capital
Improvement Facility Projects (PUBLIC HEARING)
President Price opened a public hearing.
a. Staff Report
Assistant City Manager Jay Chapa, City Manager's Office, and Roger Venables, Property Management
appeared before the CCPD Board of Directors and provided a staff report on a proposal to acquire 63 acres at
3900 Angle Avenue for a new Northwest Patrol and auto pound. The proposal is for funding of $3,900,00.00
from CCPD fund balance.
b. Public Hearing
There was no one to be heard at the public hearing.
c. Action
Motion was made by Dir•ector Flores and second by Vice President Shingleton to close the public hearing and
consider an FY2020 budget amendment for $3,900,000.00 for Capital Improvement Facility Projects. Motion
passed 8-0. (Jordan absent)
